Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. Duties include, but are not limited to: Supports the AA&R Director (first-level supervisor) and VP Controller (second-level supervisor) by serving as a Senior Accountant and providing assistance with organizing the assigned unit; assigning, directing, and reviewing the work of junior personnel; mentoring new personnel or staff on rotational assignments; and reviewing employee work. Works closely with AA&R Director to support creation of short-term and long-term work plans and objectives and submit to Controller so the entire Controller Division can support EXIM's mission. This is for the entire Controller Division. This position serves as the Deputy AA&R Director for continuity and succession planning purposes. Analyzes complex accounting topics, including interpretation of new guidance which did not previously exist and proposes solutions to management. Monitors the changes in rules and regulations and determines applicability to the agency for matters related to accounting policies and financial reporting of EXIM, including but not limited to the circulars published by OMB, Treasury Financial Manual (TFM) published by the Department of Treasury and accounting standards as published by FASAB. Utilizing expertise in accounting and accounting rules and regulations, incumbent monitors and reconciles various sub-ledger accounts to ensure proper support of general ledger balances for ongoing operations, accounting, and monthly general ledger closings. This requires the Senior Accountant to inform AA&R Director and lead other staff accountants and supervisory accountants in the creation of new reconciliations and strategic approaches to ensure accurate accounting of EXIM credit and administrative accounting programs.

Qualifications

Basic Requirements: A. A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting? The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below: Specialized Experience GS-14: One year of specialized experience equivalent to the GS-13 level in the Federal or other equivalent pay system that has equipped you to perform the major duties of this position. This specialized experience includes: Experience in preparation of financial statements and accompanying disclosures as well as annual management reports in accordance with the circulars issued by Office of Management and Budget (OMB) and the standards issued by Federal Accounting Standards Advisory Board; Experience using technology (i.e. excel pivots, complex formulas, etc) in the preparation of complex sub-ledger reconciliations to general ledger accounts to ensure proper recording of financial data in automated financial systems; Experience in leadership on accounting work, including but not limited to preparing, analyzing, interpreting and presenting accounting data; operating, maintaining, and modifying accounting systems; using accounting information to recommend solutions to management problems and structuring of organization programs; designing, implementing, and assessing internal control processes and systems; Experience in supervising/coordinating month-end closing and supporting review/audit activities with internal and external audit stakeholders, providing data, information and reports as well as addressing findings and recommendations for improvement through formal remediating corrective action plans. Education cannot be substituted for experience at the GS-14 grade level.
