The primary function of the Air Conditioning Equipment Mechanic Supervisor is to serve as the first line supervisor of the Air Conditioning/Refrigeration Equipment Repair Section within the Division of Facilities Engineering service at the Minneapolis VA Medical Center (MVAMC); directing the activities of the unit in the installation, maintenance and operation of all refrigeration and air conditioning equipment at a total of sixteen buildings within the main campus.

Duties

Major duties of the A/C Equipment Mechanic Supervisor include, but are not limited to: Plan the distribution of work on a periodic bases, discussing priorities and sequence in which work is to be done; Adjust work plans, assignments and methods as necessary to reduce or control costs and to accomplish the work of the unit as effectively as possible; Coordinate work with the supervisors of other units when combined effort is required; Instruct subordinates on difficult tasks and review work in progress and upon completion; Explain work requirements, methods and procedures and set standards of quality and quantity; Promote participation in management programs; Plan and approve leave schedule; Reconcile informal complaints and grievances through discussion with employees and union representatives, counsel employees, and recommend/initiate disciplinary action when needed; Manage vacancies by interviewing and recommending selection; Establish written performance requirements and perform regular performance review and appraisal; Create and implement an effective and consistent training program; Establish and maintain a realistic, but comprehensive maintenance program, ensuring first and foremost that a safe and comfortable environment of care is maintained for all patients; The incumbent must have a broad, but thorough understanding of the concepts and applications of refrigeration, air conditioning, ventilation and the associated controls of these systems. In order to properly direct work assignments and assist with repairs solutions for the specific equipment, the incumbent will: Evaluate complexities of certain tasks and match the abilities of assigned personnel accordingly; Use practical knowledge of the principles of refrigeration and air conditioning to direct maintenance and repair of equipment; Troubleshoot equipment to determine the cause of failure and how repairs are to be made; Give explicit instructions to journeyman level mechanics on how to accomplish unusually difficult or complex repair or installation tasks, assisting when needed; Use knowledge of electrical and solid state electronics fundamentals and pneumatics for use in control systems for installation and troubleshooting; Apply knowledge of duct sizing and fans to be able to calculate such for proper sizing of air distribution systems; Read and interpret blueprints, wiring diagrams, shop manuals and installation drawings on all types of refrigeration and air conditioning equipment and apply this knowledge to installation of new equipment; Provide oversight to ensure vast network of air handlers and associated chilled water, steam and building automation systems are working at peak efficiency to conserve energy and maintain a comfortable environment of care; Continuously research new and innovative energy saving techniques or modifications and make recommendations for system upgrades. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Although the work is supervisory, there will be occasions when the incumbent is called on the assist with repairs. The incumbent must be able to carry and set up parts and equipment that weigh up to 50 pounds. He/she must be able to operate hoists, holders, and pulleys when replacing or installing units such as large compressors, condensers, or chiller components. He/she may be required to make repairs and installations from ladders, scaffolding and platforms where the parts of systems worked on are frequently in hard-to-reach places; therefore, stooping, stretching, bending, and kneeling for long periods of time occurs frequently. The majority of work is performed indoors at comfortable temperatures and conditions. The incumbent may be occasionally required to work outside and in cramped areas with low overheads. Uncomfortable face masks and protective clothing may be occasionally worn when there is a possibility of exposure to toxic refrigerants, grease, oil, dust and dirt.
