The primary purpose of this position is to serve as resource advisor to the Operations Group Commander in the command section of the 445th OG. Employee performs routine analysis of 445 OG organization's budget and funding requirements.
Duties
DUTY 1:
Directs, interprets, and maintains oversight of aviation resource management documents to include the AF781, for all assigned aircraft for the purpose of tracking flight hours and aircraft activity for the AVPOL program.
DUTY 2:
Performs budget formulation work involving review and preparation of annual funding needs for one or more future budget years for assigned, relatively stable organizations, activities, and/or accounts.
DUTY 3:
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds.
DUTY 4:
Manage the wings AVPOL Program.
DUTY 5:
Processes AF FM 664's and verifies source documents for AVPOL transactions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes performing day-to-day control and management involving the formulation, execution, and/or analysis of the organizations budget and funding requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of 1 full year of graduate level education or superior academic achievement may be used to qualify applicants at grades GS-9.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of aviation records management practices to include aircraft utilization data and interpretation of the AF781 and AF FM 664.
2. Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget to support the mission, structure, goals, work processes, and programs of support activities/organizations.
3. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
4. Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
5. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds.
6. Ability to make oral presentations on the budget, and conduct budget-related training to a variety of audiences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
