Duties

You will advise and support the implementation of strategies, programs and processes to integrate USMC, Naval and Coalition command, control, communications and computers initiatives. You will participate in the coordination of capabilities development, system development, fielding, sustainment and Fleet Marine Force advocacy for all expeditionary command, control, communications and computers issues. You will plan, document. and provide operational policies and procedures in the management of complex automated systems and information technology issues. You will analyze and evaluate operational activities and determine changes needed to policies and procedures. You will develop and maintain short-range plans that establish priorities and set goals for system planning on an assigned system or subsystem. You will evaluate IT project needs and determine where changes to existing guidelines are required. You will develop or recommend policy changes required to accomplish plans. You will lead ongoing analysis of allocated communications and networking resources to ensure the operational requirements can be met within budget and resources allocation.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: ensuring project/operational requirements are met within budget and resources allocation; recommending IT policy changes and developing policy changes; and, evaluating IT project needs and determining when changes to existing guidelines are required. Your experience must ALSO reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. See the following: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: analyzing operational activities. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: making recommendations on positions/decisions to leadership. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: providing guidance for developing solutions for problems associated with service technology programs. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: solving difficult and unique problems requiring novel approaches and implement problem-solving strategies.
