The person in this position must be a Journeyman in at least one of the following trades, and have thorough knowledge of leading activities in all others: Carpentry, Plumbing, Electricity, and HVAC. This leadership position is a working leader responsible for demonstrating proper work methods, making independent decisions, monitoring safety compliance, and reporting projects status to immediate supervisor.

Duties

Major duties and responsibilities include: Sets up, operates, and provides guidance on a wide variety of machines and tools utilized in the trades of Carpentry, Plumbing, Electricity, Painting, and HVAC to complete tasks Assembles, installs, and maintains items and structures, above the apprentice level, in the trades of Carpentry, Plumbing, Electricity, Painting, and HVAC, with journey level proficiency in at least one of these trades Participates in work and ensures work crews are actively engaged on assignments and are productive Interprets building drawings, blueprints, schematics, manufacturer specifications, and other instructions to determine layout and sequences of work to be completed Receives instructions and project deadlines from the Planned Maintenance and Projects supervisor Responds to questions regarding the overall work operations, assigned projects, and problems Ensures required plans, instructions, materials, tools, and other supplies are obtained and available Ensures tasks are completed in accordance with supervisor's instructions on work sequence, procedures, methods, and deadlines Works with others, setting the pace, checking work in progress, and validating completed projects reports the status and progress of the work, potential delays and causes to the supervisor Maintains current knowledge, and answers questions of other workers on procedures, policies, written instructions, and associated directives pertaining to assigned tasks Determines whether work can be completed by shop personnel or should be referred to specialized shops with journeymen level tradesmen Creates estimates for labor and materials for various projects Responds to inquiries from other workers regarding procedures, policies, instructions, and other directives Recommends and assists the supervisor on training needs Perform other duties as assigned Work Schedule: Monday through Friday, 3:00pm to 11:30pm Recruitment & Relocation Incentives: Not authorized

Qualifications

Physical Effort: Work is performed at various job sites throughout the facility. The incumbent is required to walk and stand for extended periods of time while operating tools and equipment. The work requires considerable bending, kneeling, and stooping. Strenuous physical exertion is sometimes required when handling heavy and bulky materials. The employee may regularly lift and carry items weighing up to 50 pounds and occasionally exceeding 100 pounds. Working Conditions: Work is performed in all areas of the hospital, indoors and outdoors, where the incumbent is exposed to extreme heat, cold, rain, snow, etc. Subject to moderate or high noise levels from operating tools, equipment, and machinery, dust, fumes, electricity, moving machinery, chemicals, and other hazardous material associated with maintenance trades. The incumbent is subject to cuts, bruises, and contusions, and may work in confined areas such as crawl spaces and attics which may be dusty and dirty. The incumbent uses protective clothing and devices in accordance with directives and policies. Applicants will be rated in accordance with the OPM Federal Wage System Qualifications. For this position, the job element method is used to match what you, the applicant, can do against what the work calls for. Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element. Applicants who appear to meet the screen out element are considered for further rating; those who do not are rated ineligible and are eliminated from consideration. The potential eligibles are rated against the remainder of the job elements. While a specific length of training and experience is not required, your responses to the questionnaire must be supported by detailed descriptions of your experience on your resume. You will be rated on the following Job Elements as part of the assessment questionnaire for this position: Ability To Lead Or Supervise (Screen-out Element) Knowledge of Equipment Assembly, Installation, Repair, etc. Technical Practices (theoretical, precise, artistic) Use of Measuring Instruments Ability To Interpret Instructions, Specification, etc. (includes blueprinting reading) Ability To Use and Maintain Tools and Equipment Knowledge of Materials IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
