Duties

Maintains personnel records and processes all personnel actions. Maintains adequate quality-control measure to ensure timely and accurate personnel action processing. Ensures personnel files and records are maintained in accordance with GPO, OPM, and National Archives and Records Administration guidelines. Serves as the agency expert on all aspects of the personnel/payroll system. Coordinate proper initiation of pre-employment security clearances and reinvestigations and answers questions regarding onboarding requirements. Provide interpretive guidance on operating procedures or processes for an organization's alternative work schedule; and/or recruitment, relocation, and retention incentive programs.

Requirements

  • Selectee must successfully pass pre-employment prior to appointment.

  • TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify.

Qualifications

To qualify for the Human Resources Specialist (Transactions), PG -0201-9/11, you must meet the following requirements: The applicant must meet the Selective Placement Factors and Minimum Qualifications: Selective Placement Factor: Skills, Knowledge, Ability or other work characteristics basic to and essential for satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment or placement and represent minimum requirements for a position. Applicants who do not meet the Selective Placement Factor are ineligible for further consideration. (Note: You must address the Selective Placement Factor (s) in a separate attachment to your resume. If you do not address the Selective Placement separately from your resume you will receive no further consideration for this position.) The Selective Placement Factor #1 for this position is: Processes requests for personnel actions using knowledge of Office of Personnel Management (OPM) personnel processing laws and procedures, pay setting rules and regulations, Electronic Onboarding System (EODS), electronic Official Personnel Folder (eOPF), and National Finance Center (NFC) processing requirements. PG-9 : Specialized experience is defined as : possessing 1 year of specialized experience at the PG-07 (or equivalent) level or higher: Examples of qualifying specialized experience include: (1) Interpreting and applying a variety of routine Federal or state personnel management rules, regulations, and procedures; (2) Experience must include the use of automated personnel recording-keeping systems to research and resolve personnel issues or provide management support. and (3) providing technical advice and assistance to staff/management on payroll, personnel, onboarding, hiring management and personnel record keeping systems. OR Master's or equivalent graduate degree in related field. OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related This graduate degree or education must demonstrate the knowledge, skills, and abilities to do. the work of this position. Applicants may substitute a combination of graduate education and specialized experience to qualify for grade PG-9. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. PG-11: Specialized Experience is defined as Applying Human Resource principles, procedures, and regulatory guidance to provide advanced technical guidance on recruitment, staffing, pay setting, and associated personnel actions. Experience includes the use of automated systems for processing personnel actions, gathering and analyzing data, helping customers regarding human resources issues, and drafting technical responses to inquiries, problems, and complaints. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related O OR Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Only experience and education obtained by the closing date of this announcement will be considered. All qualification requirements must be met by the closing date of this announcement (08/14/2023) to be considered.

Education

Substitution of education in lieu of specialized experience may be used for this grade level.

If qualifying based on education for this grade level (GS-9) a selectee may possess a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

If qualifying based on education for this grade level (GS-11) a selectee may possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
