You will serve as a FINANCIAL MANAGEMENT ANALYST in the IDENTITY DATA MANAGEMENT (IDM) DIVISION, JOINT MISSION OPERATIONS CENTER (JMOC) of US FLEET CYBER COMMAND. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. GG-11 SALARY RANGE: $78,592 - $107,404 GG-12 SALARY RANGE: $94,199 - $128,739

Duties

You will collaborate with technical and functional subject matter experts to assess, establish, and justify current budget and spend plans. You will employ appropriate financial analytical methods to define, formulate, and validate budgetary requests and planned resource allocations. You will assist cyber experts in presenting and defending proposals, including capturing the effects of alternate resourcing levels on ability to achieve operational objectives. You will employ financial systems in providing daily management and oversite for expenditures of allocated resources, including leveraging knowledge of accounting principles and practices to derive meaning from data and fiscal projections. You will track and monitor contract services, including assuring timely achievement of performance milestones and provision of deliverables to support the designated Contracting Officer Technical Representative (COTR). You will ensure appropriate usage of Government Commercial Purchase Card (GCPC) program to address short-fused procurement requirements. You will serve as the Defense Travel System (DTS) Authorizing Official (AO).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: GG-11 -Experience assisting in developing program spend plans. -Experience confirming all proposed expenditures are consistent with approved plans and alerting supervisor to deviations. -Experience tracking budget targets and operational parameters, and providing execution trend reports. -Experience supporting preparation for financial and operation audits or inspections. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0501-11. GG-12 -Experience supporting offensive cyber budget requirements for Combat Mission Teams/Cyber Mission Force. -Experience managing organizational spend plan and analyses for budgets. -Experience drafting, justifying, and defending Program Objective Memorandums (POM) budget estimates. -Experience drafting statement of work (SOW) and performance work statement (PWS) requirements. -Experience auditing financial resources. This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0501-12. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position of the GG-11.

GG-11
Successful completion of a Ph.D. or equivalent doctoral degree; or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree; or
Possession of an LL.M., if related.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
