About the Position: Serves as a Human Resources Liaison that performs and coordinates a wide variety of human resources functions. This position is located within the 10TH MDG USAF Academy in the Colorado Springs Market.

Duties

Provide detailed analysis and recommendations for improvement in the utilization of human resources/manpower to meet current or new missions within personnel regulations and resource limitations. Analyze data, make recommendations, and provide advice and guidance to management, supervisors, and/or employees as required. Consult and coordinate with senior analysts and management personnel making recommendations designed to achieve an increase in effectiveness and efficiency in manpower within the organization. Assist in the strategic human resources management program and other programs to support effective Agency strategies. Review request for Personnel Action from managers and coordinates with appropriate Human Resource Specialists applying local policy and regulations. Provide regulatory interpretation, guidance, and assistance regarding authorized leave, work schedules, TSP, awards, health and life insurance benefits and open seasons, on-the-job injuries, etc. Plan, organize, and advise on reorganizations, realignments, and other manpower actions. Perform studies, analysis, and evaluations of administrative regulations, procedures, and policy directives to determine applicability.

Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes documented experience: in 1) researching and analyzing human resources regulatory guidance to advise managers and/or employees on civilian personnel functions; 2) advising management and/or employees on regulatory guidance governing civilian personnel functions in areas such as, incentives, recruitments, and manpower; 3) analyzing human resources data to comprise reports from human resources databases recommending improvements to improve efficiency of operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Management, or Business Administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: HR Data ManagementOrganizational AwarenessPersonnel and Human ResourcesTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
