This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Supervise and direct multi-disciplined staff of engineers, distribution facilities specialists, AIT product management specialists, and packaging specialists engaged in conducting continuing and special studies, surveys, and projects.
Plan and accomplish projects, evaluative analyses, and studies relevant to worldwide distribution policy, storage space, materials handling and packaging equipment planning, distribution systems engineering, distribution optimization, and AIT.
Present studies to DOD, DA, AMC, and ASC on concepts of engineered systems to accomplish the packaging, palletization, identification marking, storage and distribution functions for a major portion of DOD-stocked items.
Supervise subordinate personnel to include scheduling of work, employee performance evaluation, making selections for vacant positions, identifying career development needs and acting on personnel problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- This position is subject to a one-year supervisory probationary period.
- A one-year probationary period may be required.

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-13 level in the Federal service which includes: 1) Reviewing and approving technical documents authorized by engineering personnel; 2) Managing the acquisition of technical equipment and services while promoting efficient use of government resources and ensuring organizational requirements are met; 3) Using operational knowledge and subordinate work products to develop documents for dissemination and presentation to General Officers and Executive personnel; 4) Leading multi-disciplined personnel in efforts to store, protect, and preserve Army and Department of Defense (DoD) materiel; AND/OR 5) Managing or inspecting military supply operations to promote efficiency and ensure policy compliance. This definition of specialized experience is typical of work performed at this grade/level position in the federal service.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
