This position is located at Departmental Offices, Management, Deputy Assistant Director for Human Resources, Office of D.C. Pensions (ODCP). As a Data Management Specialist, you will be performing a range of complex assignments that involve managing information using Enterprise Content Management Systems and data management repository systems.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Research, analyze and evaluate Enterprise Content Management Systems and data management repository systems, and develop recommendations that would improve the overall effectiveness, efficiency and productivity of these systems. Use information systems to manage Privacy, Open Government, System to Administer Retirement (STAR), Freedom of Information Act (FOIA), and Congressional requests. Develop and implement objectives, policies, plans, and procedures for managing the entire life cycle, i.e., creation, organization, maintenance, use, retention, and disposition of information which includes a records management program. Analyze data, conduct research, create and use databases, and provide management with information to provide objective-based recommendations in support of planning, developing, evaluating, improving and deciding major aspects of mission-oriented programs.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, specialized experience is defined as one year of experience at the GS-12 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following: Leading, managing, and making presentations on information management activities; AND Administering and maintaining SharePoint or other Electronic Content Management system; AND Performing a range of assignments that involve electronic management initiatives, electronic record-keeping, document management, data management, and other solutions revolving around Enterprise Content Management; AND Leading information and data management projects. For the GS-12, specialized experience is defined as one year of experience at the GS-11 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following: Reviewing, researching, and analyzing electronic data files; AND Performing information management activities; AND Reviewing, researching, and analyzing electronic data files; AND Leading and/or collaborating with teams. For the GS-11, specialized experience is defined as one year of experience at the GS-09 grade level in the Federal service. Specialized experience for this position is defined as proven proficiency and supportable (as evidenced in the resume) hands-on experience in ALL of the following: Data analysis, trend analysis, and advising on information gathered; AND Creating files in an information management system; AND Preparing and reviewing records for electronic storage; AND Participating and/or collaborating with information management team. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. OR A combination of education and experience that is equivalent to one year of specialized experience. Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-11, you must have been at the GS-9 level for 52 weeks.
