This position is located in the Department of Homeland Security (DHS), Office of Policy, Strategy, and Plans. The Primary purpose of this position is to serve as a Senior Policy Analyst on PLCY's Counter Transnational Organized Crime (CTOC) team, responsible for providing policy development and coordination, strategy, planning, and analysis to the DHS Secretary and other Departmental and Component leaders. Non-BU: This is a non-bargaining unit position.

Duties

As a Policy Analyst, GS-0301-13/14, your typical work assignments may include: Developing, coordinating and prioritizing DHS policies, programs, and resources to address illicit activities of transnational criminal organizations, with a focus on counternarcotics or counter child sexual exploitation and abuse efforts. Serving as a project leader or team leader responsible for establishing, revising, coordinating, and implementing program planning, strategies, and policies, focused on counternarcotics or counter child sexual exploitation and abuse efforts. Engaging with internal and external stakeholders to coordinate DHS policies and strategies related to Counter Transnational Organized Crimes (CTOC) Providing expert advice in the planning and execution of complex management and program related analytical studies and projects in support of White House, DHS, or interagency strategies related to counternarcotics or counter child sexual exploitation and abuse efforts. Qualifications

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Assisting with the development, coordination and integration of strategies, programs, and policies in CTOC mission areas assigned by law or executive order, including counternarcotics or counter child sexual exploitation and abuse. Assessing the productivity, effectiveness, and efficiency of program operations. Identifying, analyzing and resolving gaps in policy or operational activities. Developing administrative regulations or promoting program guidance for application across organization lines or varied geographic locations. Preparing, analyzing, and documenting reports. Substitution of education in lieu of specialized experience may not be used for this grade level. You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Serving as a project leader or team leader responsible for establishing, revising, coordinating, and implementing program planning, strategies, and policies related to counternarcotics or counter child sexual exploitation and abuse. Providing advice and guidance in the planning and execution of complex management and program related analytical studies and projects in support of White House, or interagency strategies related to CTOC efforts. Researching, preparing, and developing analyses or segments of analysis products addressing complex operational policies and functions. Conducting research and developing policy statements, briefing materials, Congressional testimonies or reports, periodic status reports covering ongoing issues covered by CTOC policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
