This position is located at Departmental Offices, Domestic Finance-Fiscal Policy. As a FISCAL AFFAIRS SPECIALIST, your duties and responsibilities are in the areas of financial forecasting, cash position management and the potential placement or investment of excess cash with commercial depositaries.

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. Prepare detailed estimates and reports relating to Treasury's short run and long run financing needs. Evaluate information on current trends, keep abreast of current events and legislative initiatives, and analyze various operations and systems alternatives relating to receipts, outlays, international and other miscellaneous financial transactions and public debt transactions. Analyze Federal government cash flow and financial systems in order to anticipate the effects of administrative, legislative, economic, or institutional changes. Lead the review and application of new techniques and computerized methodologies for upgrading or replacing current forecasting and investment systems.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes, Forecasting and analyzing cash flows for a large governmental or private sector entity. Examples of such experience could include: Developing estimates for future financial transactions; OR Using statistical measures to review and report on the accuracy or projected outcome of a forecast; OR Experience with Government wide accounting in a government entity or large organization, centralized accounting, reporting and auditing. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Using statistical measures to review and report on a business process, historical data, or forecast results. Examples of such experience could include: Experience preparing and analyzing carious Government-wide central accounting reports for a government entity or large organization; OR Analyzing a business process or function and developing recommendations; OR Managing IT projects. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Developing or documenting cash flow processes. Examples of such experience could include: Utilizing cash flow or debt accounting systems and processes; OR Expressing written facts and ideas in a succinct and organized manner; OR Creating financial presentations Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks.
