The Office of General Counsel (GC) is looking for an enthusiastic individual to join our team and gain experience in a dynamic legal environment. GC advises, assists, and represents the NTSB in support of its activities on transportation safety. This position serves as an Attorney-Advisor for administering the agency's ethics program, providing advice/counsel on Government ethics matters, ethics program initiatives, managing the financial disclosure report program, and conducting training.
Duties
As a Attorney Advisor, GS-0905-14, you will perform the following major duties:
Providing expert consultation and well-reasoned advice on issues arising under the conflict-of-interest provisions of 18 U.S.C Part I, Chapter 11; the Standards of Ethical Conduct for Employees of the Executive Branch; and other applicable ethics rules.
Furnishing other legal services related to the administration of the Ethics in Government Act, including conducting new employee ethics orientation and developing and executing ethics training for NTSB staff, senior leadership, and political appointees on various ethics issues.
Maintaining effective systems and procedures for the collection, filing, review, and certification of Public and Confidential financial disclosure reports, and ensuring that Public reports are made available for inspection when applicable.
Drafting opinions and orders in aviation enforcement and marine enforcement cases for consideration and adoption by the Board Members. This includes: review and analysis of the record, including the transcript of the hearing before the law judge, exhibits, pleadings, and briefs filed by the parties; preparing draft opinions and/or orders that are consistent with Board precedent and policy, and an accompanying notation memorandum to the board; and evaluate and respond verbally and/or in writing to questions from individual Board Members on draft opinions and orders.
Researching, analyzing, and advising on statutory, regulatory, and policy requirements in contract formation, administration, and dispute resolution.
Researching and drafting legal opinions in response to questions on accident investigations and related activities.
Providing guidance on other administrative law matters, as assigned, such as appropriations and fiscal law, the Freedom of Information Act, and partisan political activity regulations and policies.

- A current member in good standing of a bar association of a state, a territory of the United States, or the District of Columbia.
- Licensed and authorized to practice law is a continuing requirement necessary to perform the ongoing duties of an attorney.

Qualifications
BASIC REQUIREMENT: All applicants must possess the following
J.D. or LL.B. degree --AND--
Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.
GS-14: Applicant must have at least two years of post J.D. experience:
Conducting complex legal analysis related to conflict-of-interest statutes, the Standards of Ethical Conduct laws, regulations, and applying agency policies to agency programs/operations or personnel.
Supporting the administration of an ethics program, including completing required Ethics in Government Act requirements, conducting specialized or tailored training, and drafting agency policies.
Advising on and reviewing Public and Confidential Financial Disclosure Reports, including nominee clearance for Presidential appointments.
Familiarity with related areas of law including the Hatch Act and statutory gift acceptance interpretation
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, the candidate must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education
Applicants must be a graduate of an American Bar Association accredited law school with a Juris Doctor (J.D or LL.B.) degree.
