The Program Support Assistant (PSA) carries out a full range of duties in the Medicine Inpatient Health Care Group (MIHCG) and all its programs, units and services, with specific responsibility for providing program and administrative support to facilitate efficient and effective function of Medicine and Inpatient HCG at the VA Long Beach Healthcare System.
Duties
Duties:
The Program Support Assistant is assigned the role of Automated Data Processing Coordinator (ADPAC) for MIHCG.
Identify computer access and software needs of the Medicine and Inpatient HCG staff.
Provide administrative support duties for HCG staff regarding utilization of automated programs such as Microsoft Office Suite, VATAS, VISTA/IFCAP and other VA programs.
Serve in the role of Controlled Substance Inspector (CSI) for the Medicine and Inpatient HCG.
Perform the duties of timekeeper for various staff within the HCG including complex Title 38 and Title 38 Hybrid timecards and serves as an alternate timekeeper for other timekeepers within the MIHCG and assists in training new staff.
Serve as a TMS Administrator for the Service.
Serve as a PIV/NARS Sponsor and performs other support duties for Medicine and Inpatient HCG staff as necessary.
Perform procurement of equipment and supply requirements and maintenance of supply inventories for MIHCG.
Process medical and non-medical equipment requests including gathering of quotations and preparation of equipment request documents.
Perform duties as a Fund Control Point Clerk and will be a Government Purchase Cardholder.
Develop/maintain a database for tracking expenditures.
Serve as a COR for Medicine and Inpatient HCG and processes and prepares all contract requirements for the HCG to include but not limited to contract staff, services, leases and rentals.
Review vendor invoices for completeness and accuracy prior to certifying for payment.
Maintain records of all payments certified in Invoice Payment Processing System.
Support the Business Manager in the recruitment and onboarding processes for all Nursing staff to include preparing board packages for the Nurse Professional Standards Board at VA Long Beach Healthcare System (VALBHS).
Ensure completeness of boarding packet, verifying accuracy of information with appropriate staff and within appropriate systems.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-04 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing a full range of customer service duties e.g. working with a diverse group of people, answering customers' questions and concerns, and creating/maintaining file maintenance systems. . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. (TRANSCRIPTS REQUIRED).. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school education as described above that demonstrates my ability to perform the duties of this position. For the GS-05, only education in excess of 60 semester hours (2 years) is creditable. (TRANSCRIPTS REQUIRED)

Physical Requirements: The work can be sedentary, although some slight physical effort may be required. Travel to and
from wards, clinics and offices for interviews and consultation ae often necessary. Work requires
some walking, bending and carrying light items such as folders or office files.
