Duties
Manages all aspects of the DLA physical structures and facilities at an Industrial Support Activity to ensure continuous operations of all systems supporting direct logistics and customer service for DLA world-wide mission.
Serves as the on-site technical advisor to the DLA Aviation Commander for all DLA buildings, facilities (includes office spaces, warehouses, etc.) and equipment matters.
Ensures DLA Installation Support Richmond is cognizant of any changes, modifications and work performed by the host activity involving DLA Aviation personnel.
Develops, implements, and disseminates guidance to organizations regarding policies, procedures, and standards for the operations, maintenance, construction, renovation, alterations and repairs to DLA buildings and facilities.
Plans, programs, budgets and accounts for facilities maintenance and repair, to include preparing, executing, and administering facilities services and functions as technical representative for facility projects and equipment
Develops statements of work, independent government estimates, specifications and maintains the contracts services facilities support.

Qualifications
To qualify for a Facility Operations Specialist your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Managing a maintenance program for building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
