Duties
As a Human Resources Specialist (LR/ER), you will:
1. Manage labor relations functions for PSA including negotiation, representation, and advice to management.
2. Advise management and employees on requirements and effects of labor management agreements.
3. Provide human resources services in employee and labor relations.
4. Process employee grievances and adverse actions, ensuring compliance with regulatory requirements.
5. Analyze labor relations and employment law, regulation, and policy as well as best practices in the federal sector and develop proposed policy and procedure for PSA.
6. Develop methodology, collect, and analyze data and prepare recommendations and alternatives.
Qualifications
To qualify for this position, you must meet the specialized experience requirement listed below.
To qualify at the GS-12 grade level, you must possess one year of specialized experience related to the duties of the position comparable in difficulty and responsibility to the GS-11 grade level. Specialized experience is defined as working with employees, unions, and management in managing disputes, conflicts and complaints, recommending innovative solutions to executives, managers and supervisors and gaining consensus.
To qualify at the GS-13 level, you must possess one year of specialized experience related to the duties of the position comparable in difficulty and responsibility to the GS-12 grade level. Specialized experience is defined as working in labor and employee relations to resolve conflicts, interpret and apply employee relations laws, regulations, principles, precedent, and policy; perform detailed analysis related to conduct and performance issues; utilize negotiation and persuasion techniques to explain and justify management's actions on human resources issues; communicate with diverse audiences that include employee, management, and labor officials.
