The position is located in the Domestic Environmental and Safety Division, Office of Facilities Management Services, Bureau of Administration (A/OPR/FMS/DESD). The position leads the Sustainability Team, which is comprised of federal and contractor staff performing bothadministrative and scientific/engineering work.

Duties

Collaborates with partner organizations to facilitate fulling Department of State (DoS) sustainability objectives for its facilities and with other USG agencies and advisory groups to meet all sustainable environmental and energy requirements. Writes and implements Quality Assurance Program (QASP) plan for appropriate areas of responsibility. Serves as a QASP advisor and works with other building managers who may need assistance implementing their QASP and Quality Control Program. Reviews pending legislation, regulations and case law for their impact on Departmental sustainability programs. When appropriate, participates in interagency working groups and provides formal and informal responses to pending legislation. Leads a team consisting of specialists providing specific services to operate and maintain the infrastructure and related equipment and services of assigned buildings/facilities. The team leader works with team members to achieve specific tasks.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.   Applicants MUST meet the required basic entry qualification requirements described below: Experience as the principal author of key environmental and energy reports and positions within an organization. Experience promoting and advocating for the programs’ incorporation of sustainability measures into the acquisition, leasing, construction, commissioning, operations and maintenance aspects of the organization’s domestic building operations. Experience leading a team to meet office goals and objectives; monitor work progress; keep the team and supervisor informed of progress in meeting deadlines, projects, and tasks; and resolves technical and administrative work problems that arise. BASIC REQUIREMENT: A. Have an undergraduate or higher level degree from an accredited college or university in physical science, engineering, or mathematics that INCLUDED 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Have education equivalent to one of the majors shown in "A" above that INCLUDED at least 24 semester hours in physical science and/or related engineering science, PLUS appropriate experience OR additional education. IN ADDITION to meeting the basic entry qualification requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service.
