This position is in the Director's Office, Office of Veteran Experience at the Cincinnati VA Medical Center. The incumbent serves, under the supervision of the Veteran Experience Officer, as a coordinator, advisor, analyst, and planner for the delivery and experience of health care services and programs for a variety of organizational areas and administrative services. The incumbent is the lead for the Employee Experience Program at Cincinnati VA Medical Center.
Duties
The major duties of the Program Specialist position include:
The incumbent functions as the primary liaison to multiple staff offices to include but not limited to office of the Medical Center Director and supported executive leadership, special emphasis offices (DEI/A, Whole Health, Relationship Based Care, Innovation, etc.), various clinical and administrative services serving as the conduit for information flow and management of assignments between such offices for action items, data collect, data analyst, information sharing and strategic planning for the Veteran and Employee experience within the health care system. Monitors and manages incoming actions and requests (i.e. Veteran or employee experience improvement ideas and requests) from initial receipt to completion and closeout. Analyzes the subject matter of incoming information for appropriate distribution to offices internal or external to the office. Receives and monitors completed actions or responses; analyzes responses for completeness and accuracy; and ensures action or inquiry is closed out with the inquirer or office. Participates in special information flow studies, analysis, presentations, and briefings, as assigned.
Conducts analytical studies on operational processes, issue topics, or related special projects. These studies may require steady planning, statistical measurement, data analysis, and report preparation and development. Incumbent will present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of the health care delivery system. When tasked with this type of project, incumbent serves as the responsible contact for leading these projects from initiation to completion and may be required to present the results to senior leadership.
Coordinates events and meetings, including Patient and Family Advisory Council meetings, Results Council, Employee Engagement and Experience and others as required. The incumbent is responsible to complete all steps required for program management to ensure seamless execution and positive outcomes. Works with various services to coordinate regular communication, ensuring all program and process management principles are followed to contribute to the mission. Coordinates with the appropriate individuals or offices to develop proposals and supporting material for presentation at conferences, meetings, grant proposals and budgetary materials and/or developing materials as needed using available resources or subject matter expertise. Briefs and advises senior management on agenda issues in preparation for activities and meetings and may represent the Veteran Experience Office at internal or external activities or meetings. Makes a positive and concerted effort to obtain a commitment from all employees to the mission and values of the health care delivery system and to foster appreciation for the mutual interdependence of all employees in achieving established goals.
This position exercises broad latitude and provides senior expert level advice to senior
personnel, and/or agency officials concerning complex issues. Communicates with responsible staff agency members to ensure completion of all required actions and appropriately closes out all requests. Works closely with senior management and others in implementing and evaluating policies, plans, and internal operational system such as information tracking amongst pertinent offices and stakeholders, and internal/external communication flows. Contacts and engages frequently with staff at all levels to facilitate the work of the office related to a variety of organizational priority-focused assignments and projects initiated by the Veteran Experience office or senior leadership. These interactions are essential to identify substantive issues, establish relative priorities, and determine those issues requiring tracking. Contribute to the development of internal policies and programs affecting the entire health care system; providing and recommendations as requested by higher level management officials. Foster a commitment to programs from managers in clinical, special emphasis and administrative programs served.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the GS-9 normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Assists the Veterans Experience Officer to implement various strategies and programs to improve the overall Veteran experience within the hospital system.
Develops, coordinates, manages, implements and maintains the Medical Center Employee Experience Program.
Responsible for completing all steps required for program management to ensure seamless execution and positive outcomes.
Works with various services to coordinate regular communication, ensuring all program and process management principles are followed to contribute to the mission.
Conducts analytical studies on operational processes, issue topics, or related special projects. These studies may require steady planning, statistical measurement, data analyst, and report preparation and development. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of a masters degree.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. It may include some walking, standing, bending and carrying of light items such as computer laptop, monitor, paper, books or files.
