About the Position: Serve as the Senior Program Analyst (Legislative Strategist) within the Army's Budget Congressional Budget Liaison Office, Office of the Assistant Secretary of the Army for Financial Management & Comptroller (ASAFM&C).
Duties
Provide Army-wide legislative program continuity. Synthesizes data from diverse sources, analyze trends, evaluate Appropriations legislation and other program directives in order to formulate legislative plan(s) of action.
Develop an effective strategy for implementing plans.
Provide analysis of Congressional marks and Congressional activities, including the status of annual Appropriations legislation and the appropriations/budget process.
Determine legislative impacts on the U.S. Army?s annual budget request.
Develop outreach and communication and legislative strategies to inform, advance, and defend the plans for the Army?s annual FY U.S. Army budget request and legislative and programmatic priorities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require temporary duty (TDY) travel up to 25% of the time.
- This position requires an Official Passport with no travel restrictions, or incumbent must be able to obtain a passport with no travel restrictions.
- This is a testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).

GS-14 Specialized Experience: Analyzing Appropriations Committee reports, legislation, and/or Congressional activities to assess legislative impacts on the agencies annual budget request and impacts to year of execution activities; develop Congressional engagement plans with Appropriations members and Professional Staff, and other key stakeholders to enable to advance agency priorities; evaluate Appropriations legislation and Committee Reports to identify issues and/or trends that potentially impact the Army's ability to accomplish its mission; respond to Congressional inquiries; write, edit, and research appropriations bills to develop reports and informational papers for Army Senior leaders.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
