This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO).
The primary purpose of this position is to serve as a Public Affairs Specialist performing assignments designed to further develop applicable analytical and evaluative skills and techniques.
Non-BU: This is a non-bargaining unit position.
Duties
As a Public Affairs Specialist, GS-1035-13, your typical work assignments may include the following:
Plans, directs and executes OCPO external/internal communication and industry engagement activities and strategies to ensure the consistency with OCPO's strategic goals, initiatives, and procurement policies.
Conducts appropriate research and analysis in the formulation of communication plans and strategies to assure direct consideration of Department-wide and public information sharing, including any internal or public relations implications of planned actions.
Advises on choice, timing and relative importance of information for dissemination across the Department or to the general public using knowledge of general and specialized communication mediums, including the media.
Develops new methods, strategies, and communication plans covering the complete spectrum of the organization's programs
Develops and manages all forms of communication for the OCPO and Senior Leadership (e.g. Website content, Blogs, Vlogs, press releases, training materials, etc.) and maintains the OCPO websites both internal and external for industry engagement and communication (for example, manages the Do Business with DHS site for external stakeholders, and the Communications Center of Excellence for OCPO staff, and the OCPO internal webpages).
Prepares senior level correspondence documents (e.g. briefing memos, talking points, presentations, memorandums, congressional responses) in a timely matter.
Provides assistance and consultation to OCPO leadership on various speaking engagements and events that take place throughout the year and ensuring the development and delivery of effective and sustainable communications strategies.

Qualifications
Applicants must meet the below minimum qualifications.
Specialized Experience:
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government (obtained in either the public or private sectors), performing the following duties:
Executing external/internal communication and industry engagement activities and strategies;
Developing communication strategies for leadership; AND
Managing all forms of communication for leadership (such as Website content, Blogs, Vlogs, press releases, training materials, etc.)

Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
