This position is located within the Connected Care Service of the Fort Harrison VA Medical Center and provides direct support to management of operational components of Telehealth Care across the health care continuum.
Duties
Duties include, but are not limited to:
Develops specific telehealth applications in collaboration with the facility telehealth oversight council, clinical, administrative and technical staff as needed; develops policies and protocols for delivery of telehealth applications.
Performs administrative or technical duties associated with developing, revising, maintaining, telehealth initiatives and programs; identifies and recommends ways of eliminating, combining, simplifying or improving procedures and processes.
Provides technical advice and assistance to the Telehealth staff regarding clerical and operational aspects of telehealth program management.
Develops and manages systems, processes and procedures integral to the functioning of the Telehealth/Connected Care Program.
Coordinates SharePoint and Telehealth Management Platform (TMP) end-user training with the VHA CVT National Training Centers; ensures training curriculum for these systems are current and effective by advising these entities of deficits/needed changes and collaborating to develop the materials.
Creates, maintains, edits, calculates, retrieves, stores, prints and routes a wide range of documents in final form from handwritten drafts, electronic mail and SharePoint document server.
Ensures facility compliance with end user data input and data maintenance to the Telehealth Management Platform (TMP) system, including but not limited to telehealth resources, sites, users, telehealth service agreements and technology management and the SharePoint System, including contacts, assets, documents, etc.
Provides support with the establishment of program data and records including Microsoft SharePoint, the primary database and sharing instrument for the Telehealth Program; manages access control for end users; develops and maintains program sites and database
tables within the software; develops and maintains processes to store and keep current a variety of documents and databases.
Collaborates with individuals at facility and VISN levels to design useful and relevant reports and reporting processes; collects, enters and manages data, including both patient/program data, and enters required data into the database in a timely fashion.
Integrates telehealth program planning to ensure goals and priorities are complementary and in congruence with the overall VISN telehealth program.
Completes quality management functions within telehealth which requires specialized technical expertise in using programs such as Tele Reader, Pyramid, etc. and functions as a subject matter expert; monitors and tracks pending consults and uses expertise in consult management to develop best practices; monitors and tracks TCT proficiency in consult management and reports findings to the Facility Telehealth Coordinator.
Maintains knowledge of regulations and guidelines working with National, VISN and local Telehealth Coordinator as needed to possess the most up to date data; works with the Telehealth Coordinator to generate policies and procedures to ensure the effective and efficient management of administrative matters.
Navigates through multiple reporting databases (i.e., Tele Reader, CDW, VSSC, VISTA, etc.) to locate mismatched Telehealth consults and encounters and independently take actions to correct for proper workload credit and fiscal responsibility.
Works with nurse managers, providers, staff nurses, TCTs, etc. and instructs them on corrective actions; also includes working with interfacility staff across multiple VISNs to assist them in identifying and clearing their orphans as they are directly connected to the
local Telehealth program.
Tracks the progress of clinic builds through completion in Health Administration Services; provides information regarding best practices to increase sustainment of programs, uses marketing techniques and assists the Telehealth Facility Coordinator with implementing special programs to increase local and inter-facility buy in from patients and staff.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:00am-4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education for the GS-7 as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of a wide range of qualitative and/or quantitative methods and techniques for the assessment and improvement of telehealth program effectiveness or the improvement of complex management processes and systems; knowledge of financial and management principles, cost accounting, organizational theory and techniques of analysis and evaluation; knowledge of standard administrative practices and procedures; skill in applying and adapting these methods to identify and recommend solutions to strategic, operational, management and organizational issues of effectiveness, efficiency and productivity throughout the telehealth program; skill in conducting detailed analyses of complex functions and work processes; comprehensive knowledge of the relationship of administrative support activities to these missions and ability to incorporate these relationships into solutions; knowledge of VA reporting systems (i.e., Pyramid, Veterans Support Service Center (VSSC), Corporate Data Warehouse (CDW), Tele Reader and VISTA); ability to study, analyze and evaluate the needs of customers and devise specific solutions to meet those needs; skill to review data from feedback mechanisms, perform limited studies, summarize information, identify trends and propose and implement solutions; skill in written communications and ability to present staffing and other recommendations and negotiate solutions to disputed recommendations; knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education beyond the graduate level as described above to meet total experience requirements.

Physical Requirements: The work is primarily sedentary. Typically, the employee may sit comfortably to perform portions of the work.
