This position is located on within the US Department of Agriculture, Departmental Administration, Office of Human Resources Management (OHRM), Employee and Experience Division (EED). The incumbent serves as the primary diversity and recruitment advisor to the Division Director for EED, Deputy, and Director of OHRM by providing strategic advice and counsel to senior management on diversity-related issues, especially as they pertain to policy, recruitment, outreach, and the workforce.
Duties
Serves as a Senior Program Manager and authoritative resource for the agency on developing and integrating outreach, recruitment, hiring goals, strategies, and metrics into business and planning processes and practices.
Provides program oversight, consultation and technical support to USDA Senior Management in the establishment of organizational outreach, recruitment and hiring goals, objectives, strategies and outreach.
Analyzes and evaluates new or modified diversity related policies, legislation and procedures for projected impact upon USDA outreach and recruitment programs and resources, recruitment and the workforce, and program goals, actions, and services.
Initiates, plans, and conducts extremely broad and difficult studies and surveys to determine whether new or revised outreach-related policies are needed.
Maintains liaison with other EED functions and senior management on outreach-related issues.
Leads and coordinates Department-wide completion and submission of required workforce, outreach and recruitment reports and plans to the Office of Personnel Management.
Manages EED resources to maximize the effective and efficient use of funds and employee skills.
Represents USDA and serves as subject matter expert on outreach-related issues at conferences, professional associations, and business meetings.
Prepares and provides advisories and recommendations for the resolution of complex, sensitive, controversial or unprecedented issues, problems and conflicts that have impact throughout the agency.
Establishes guidelines and performance expectations for staff.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience:
GS-14: One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Supervisory Program Management Specialist (Diversity Outreach and Recruitment Program Manager). For this position, the specialized experience is (1) Providing strategic advice and counsel to management on diversity-related issues, as they pertain to policy for recruitment, outreach or workforce; (2) Developing business and planning processes for diversity and recruitment hiring goals and metrics; (3) Developing management reports in support of diversity and recruitment; and (4) Supervising, assigning, and assessing the work of others.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
