This position is in the Office of International Affairs (OIA), Global Strategies and Negotiations Division (GSN). Federal Communications Commission (FCC) located in Washington, DC.
Relocation expenses will not be paid.

Duties
The Assistant Division Chief is an expert in resolving legal and policy issues which impact GSN, OIA. The Assistant Division Chief serves as a legal and policy advisor to the Chief and/or Deputy Division Chief. As an Assistant Division Chief, the incumbent carries out responsibilities assigned by the Deputy Division Chief and/or Division Chief. The incumbent participates with the Division Chief and Deputy Division Chief in planning, directing and coordinating legal work related to designated program areas. Consults with legal staff on their more complex legal problems and provides supervision and guidance, especially in those program areas which require close coordination with other Divisions, Bureaus, and staff offices. Exercises general policy, administrative and supervisory control over activities related to program areas and staff under the supervision of the incumbent.

Qualifications

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements and the specialized experience requirements outlined below.
A. Education
You must meet the minimum basic educational requirements for Attorney positions.
Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
If transcripts are not submitted at the time of application, a copy of the transcript must be submitted at the time of selection.
AND
B. Specialized Experience
GS-15
Applicants must have a minimum of 4 years of professional law experience, including one year of specialized experience which must be equivalent to at least the GS-14 in the Federal service. For this position, specialized experience includes the following:
1. Experience supervising or leading Attorney Advisors. 2. Experience providing expert direction and guidance to staff in the preparation and issuance of rulings and interpretation of law under delegated authority in specific program areas, including sensitive and complex areas. 3. Experience attending meetings, conferences and negotiations in order to represent FCC policy and positions to ensure that FCC policy is accurately and sufficiently explained. 4. Experience advising senior leaders on legal and policy matters relating to specific functions within the Bureau/Office and informs them with respect to significant developments stemming from court decisions, new legislation, and new industry practices which may have an effect on Commission policies and programs. 5. Experience communicating with industry representatives, licensees, applicants, members of Cross, other government agencies and other individuals or entities to discuss and advise on specific issues under the jurisdiction of the Bureau/Office, problems encountered in matters before the Commission, and other matters of mutual concern.

You will receive credit for all qualifying experience, including volunteer experience.
