This position is located in the Program Acquisition and Assistance Practice Group, Sector Operations Division within the Department of Compact Operations.
MCC uses a pay banded system to compensate employees. This position is pay band 3b which is generally equal to GS-14.
Duties
You will serve as the lead on one or more MCC country-teams (CTs) with responsibility for overseeing the development and implementation of MCC funded programs. In this capacity, your role is to manage and provide oversight on the procurement lifecycle followed by the country government counterparts and its consultants, starting with planning, through development of bidding documents, conducting evaluations/awarding contracts, and administering/closing out contracts. In this role, you will:
participate as a member of the CT in the review and revision of the MCA procurement-related documents to ensure compliance with all MCC program procurement regulations and guidelines.
review procurement plans, procurement performance reports, bidding documents, evaluation reports, draft contracts, and contract modifications from the MCA countries.
provide recommendations to the MCC CTs and to MCC management regarding the procurement strategies in the MCA countries for optimizing the procurement efficiencies.
participate in the review of fraud and corruption allegations reported by bidders or other stakeholders as required by the MCC policy.
provide training to MCC and MCA staff on a wide variety of topics covering the entire procurement lifecycle; generate concept notes and best practices papers and develop innovative solutions to complex procurement related issues.
negotiate and resolve difficult specific procurement issues with the MCA and MCC country teams during MCC's program development and implementation; handle questions from the MCAs on bidding and award issues; develop and support MCAs with Bid Challenge procedures; provide guidance to the MCAs on steps to improve contractor performance within the terms of the applicable contracts.
perform Contracting Officer Representative (COR) and/or Project Monitor responsibilities for MCC consultant contracts (when applicable).
participate in market outreach activities focused on expanding awareness of procurement opportunities associated with MCC Compacts.
participate in Compact closure activities to ensure that the MCC and MCA teams fully document all procurement related events associated with the Compact.
participate in preparation and appraisal missions for the assigned portfolio of projects as the lead procurement expert; assess procurement implications of the project design, conduct market analysis and market outreach events as requested.
perform related duties as assigned.

Qualifications

Demonstrated experience conducting the implementation of international public procurement activities following procedures, guidelines and regulations of multilateral organizations such as the World Bank or that of MCC.
Demonstrated proficiency in working with international public procurement documents in French or Spanish language. (Please include language and level of proficiency in your application).
To qualify for pay band 3b applicants must also meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4a (GS-13) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: experience applying the procurement procedures, guidelines and regulations of multilateral organizations (the World Bank or MCC etc.); experience with international procurement of goods, works and services; experience providing advice on the international procurement of goods, works and services; and experience with various procurement methods such as competitive bidding, limited bidding, and sole source. NOTE: This experience MUST be well documented within your resume or application).
