Duties
This position is located in the Office of the General Counsel, within the Office of the Director at Peace Corps Headquarters, Washington DC. The Office of the General Counsel issues legal opinions and provides guidance and assistance in relation to the Peace Corps Act and other laws and regulations administered by or affecting Peace Corps programs and operations. The incumbent will be responsible for representing the agency in litigation matters and providing legal advice and guidance on administrative law to support a broad array of legal and policy issues as required by Peace Corps programs and operations. The spectrum of services is spread across a diverse portfolio of agency offices and includes advice and guidance on U.S. laws, regulations, directives, and other regulatory information as applicable to federal agencies generally, and to the Peace Corps in particular, as well as internal policy and procedures. The position requires the ability to work independently and manage a diverse portfolio of matters and projects, as well as the ability to collaborate closely with other OGC attorneys and staff at overseas Posts and agency Headquarters.

Basic Required Qualifications:
Interested applicants must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, the District of Columbia, or Commonwealth of Puerto Rico bar and be an active member of the bar in good standing. Applicants must have at least five (5) years post J.D. legal experience.
Applicants must also have strong professional credentials, as well as exceptional analytical, writing, and oral communication skills. Applicants should be able to relate well with clients and work collaboratively in a fast-paced legal environment.
Specialized Required Qualifications:
FP01/GS15 - You must have a professional law degree (LL.B. or J.D.), plus five (5) years of professional legal experience as a legal advisor on Administrative Law and Litigation, at least one of which must be specialized experience at a level of difficulty comparable to the GS-14 level in the Federal service: representing an agency before administrative or judicial tribunals and litigation, including handling witness preparation, depositions, and discovery; preparing affidavits; developing trial strategies; conducting direct and cross examination; conducting settlement negotiations; and all aspects of motion practice. Expertise is preferred in providing expert counsel and guidance on legal and policy issues, litigation, and federal administrative laws including but not limited to FOIA, the Privacy Act, and the Paperwork Reduction Act.
Other Qualifications (Desired):
Prior experience with the Peace Corps or experience related to international development or foreign policy; experience advising on federal programs and operations; knowledge of federal administrative law; prior litigation experience in federal employment cases involving Title VII, the Rehabilitation Act, the Americans with Disabilities Act, the Age Discrimination in Employment Act, and other federal civil rights laws before the EEOC; experience with the Paperwork Reduction Act and the approval process with OMB's Office of Information and Regulatory Affairs.
Education
Applicants must possess a J.D. degree from a law school accredited by the American Bar Association and be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
