The primary purpose of this position is to serve as Senior Staffer with responsibility to provide on-the-job training and quality assurance to a group of Human Resources Specialist (Recruitment & Placement) for various aspects of internal and external recruitment and placement involving a wide variety of personnel staffing actions... CONT UNDER DUTIES

Duties

SUMMARY CONT: to meet the needs of various bases serviced throughout a specific region. DUTIES: Provides day-to-day recruitment and placement on-the-job (OJT) training. Provides quality assessment of staffing recruitment personnel actions accomplished by assigned team. Provides recruitment and placement services to complex and dynamic organizations. Participates in special projects and initiatives and performs special assignments related to staffing systems.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of federal Human Resources recruitment, placement, and affirmative employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and troubleshoot very difficult problems referred by less experienced staffing specialists. Thorough knowledge of DoD, AF, Federal and industry policies, regulations, and organizational structure and mission as well as the principles, practices, and functions of Human Resource Staffing program administration to support operations and perform difficult and complex work assignments. Skill in advising team and management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems. Skill in developing recruitment strategies to provide candidates for the most difficult-to-fill positions. Ability to perform independently to accomplish difficult and complex advisory functions which are characterized by a great depth, breadth, and variety of program applications and require experience and independent judgment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of the full range of Federal HR recruitment and placement principles, public laws, Executive orders, Federal regulations, concepts, practices and analytical techniques regarding recruitment and placement. 2. Knowledge of methods and techniques of fact-finding analysis and resolution of complex problems and the development of concrete action plans to resolve problems. 3. Skill in advising management and team on controversial or sensitive, complex issues and problems. 4. Ability to perform in-depth research, gather facts and use extensive and effective analytical and evaluative methods to accurately assess and present information and make sound decision involving complex recruitment and placement problems. 5. Ability to communicate orally and in writing and establish effective working relationships with coworkers and customers to successfully accomplish the mission. 6. Ability to represent the activity both within and outside the organization and gain support form program goals; Ability to train team of staffing specialists to ensure maximum effectiveness in attaining program goals. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
