The primary purpose of this position, ACQUISITION PROGRAM MANGER, GS-1101-12 is to serve as an acquisition program manager in an assigned project/program that are within available technology and guidelines are generally available.

Duties

Assess progress in assigned project/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. Plan, organize, and coordinate activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test and logistics. Review and direct the progress of contractors in meeting program objectives. Prepare and present staff studies for presentation to the Program Director and other management officials.

  • This is an acquisition coded position. Selectee must complete required certification level 2 in Program Management within 24 months of assignment.
  • PHYSICAL DEMANDS: The work is mostly sedentary, although there may be some walking, standing, bending, and climbing associated with on-sit inspections.
  • WORK ENVIRONMENT: The work is primarily performed in an office setting. Some work may be performed at industrial and manufacturing facilities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of business and industry practices, the properties and uses of the equipment/systems managed, industrial produciton methods and processes, and establishing and maintaining business contracts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management. 2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 3. Knowledge of mission, roles, functions, and organization structures, that govern interface with, and/or influence the systems acquisition process and integrated life cycle management. 4. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. 5. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
