The primary purpose of the position is to serve as the Administrative Officer for Nursing Service, DNE, Acute and Ambulatory Care at CTVHCS. Duties directly contribute to the administrative management of a highly complex health care delivery system and require the ability to apply specialized principles and practices of health care management to support Nursing Service across CTVHCS.

Duties

Major duties include, but are not limited to: All administrative, fiscal, contractual, equipment, space, and other resource management as well as supporting direct patient care though independent and collaborative work involving staffing analysis, workload statistics, mapping, clinic management, efficiency, safety, and patient and staff satisfaction. Incumbent must be a liaison with all clinical services within CTVHCS, as well as with Quality Safety Value Service, Compliance Office, Systems Redesign, Patient Safety, Privacy Office, Finance, Human Resources, Information Security, Public Affairs, and the Equal Employee Opportunity Office, as well as resolving more complex, non-routine matters not requiring action by the DNE, Acute and Ambulatory Care. Provides accurate statistics, workload analyses and monitoring required for maintaining contracts and justifying renewals. Budget formulation, justification, and execution, reconciling purchases, payroll administration and financial reporting. Responsible for management of resources including over 779 authorized FTE, overtime, travel, timekeeping, and fund control points, to ensure resources are within established ceilings and guidelines. Monitors payroll for accurate completion and compliance with payroll regulations. The incumbent has authority for Nursing Service fund control points. Prepares numerous reports pertaining to analysis and assessment of resources, quality of care outcomes and recommendations for resource utilization and outcomes improvement to al levels of officials within and outside the organization. Data and relevant analysis are presented to the Patient Care Service Executive Council, Medical Center and/or service-based committees and workgroups to drive decision making. Acts independently as the specialist in administrative matters for Acute and Ambulatory Care Nursing Service units, clinics, and administrative spaces, determines and advises on program needs to assure maximum utilization of space, equipment, staff, and funds and develops alternative courses of action for the improvement. Responsible for maintaining current information regarding equipment needs and priorities within the service. Keeps abreast of matters affecting the hospital operations such as bed capacity, supplies, space, and equipment to include assets from other services matrixed to Nursing Service such as Ambulatory Care, Medicine, and Surgery, so the service can respond appropriately; and to make Executive Leadership aware of service matters that affect the hospital operations. The incumbent monitors and ensures consults, open encounters, return to clinic orders and appointments are scheduled appropriately to meet patient access metrics. Provides data from VHA Support Service Center (VSSC), the CTVHCS dashboards/data bases, Clinic Utilization Statistical Summary (CUSS) report in Vista, DSS mapping, Visual Aid, SPARQ, OPES, IPEC, and other resources to analyze current and future supply demand. Advises on policy interpretation and procedures and is responsible for developing service-specific standard operating procedures (SOPs) and guidelines for various administrative functions within Nursing Service. Interprets VA regulations, VACO policy statements, manuals, directives, handbooks, and legislation that affect Nursing Service. The incumbent formulates and drafts policy to meet these changing requirements. Develop, implement, and monitor a service level plan for sustainment and continuous improvement plan projects independently and in conjunction with the DNE, Acute and Ambulatory Care. Conducts studies of health care system programs and operations and makes recommendations for improvements to reduce cost, increase efficiency and effectiveness and enhance customer experience. Makes proposals based on professional observations and analysis to modify or change policies as well as initiate suggestions for new policies designed to enhance the efficiency of the operation of the health care system within Nursing Service. Serves as the senior supervisor for administrative resources in Nursing Service, for the DNE, Acute and Ambulatory Care. The DNE, Acute and Ambulatory Care, Chief Nurses and Nurse Managers within the service consult with the Administrative Officer for all administrative aspects of service operations, to include but not limited to, personnel management and actions, onboarding, timekeeping, payroll, budget, procurement, policy development, and management of contracts. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes and advises senior management on problems within various programs; contributes to policy and decision-making processes; develops and implements policies; gathering data; analyzing cost-benefits; knowledge of advanced administrative duties; assists with surveys and audits; performing inventory and miscellaneous investigations; exercising fiscal management responsibilities in developing budgets; knowledge of privileging and credentialing of medical staff; personnel management and administration; knowledge of human resources functions; creating schedules for completion of work and performance standards. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related to the work of the position. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
