This position serves as the Training Manager in the Office of the Director for the Jackson Regional Benefits Office. The Training Manager plays a key role in the development and maintenance of training infrastructure for the Regional Office (RO) by enhancing the effectiveness and consistency of training initiatives, enhancing the network of training communication, reducing duplication, enhancing the economy of scale, and serving as the point of contact for nationwide training initiatives.
Duties
Major duties include but are not limited to:
Conducts studies to determine immediate and long-range training needs, analyzes information obtained, and submits recommendations to the Director and RO managers.
Identifies and determines training priorities, conducts surveys, provides training, administers programs, and maintains employee records.
Identifies and consolidates training needs throughout the RO, analyzes data and costs, and determines RO requirements.
Serves as the VARO coordinator for the Veterans Benefits Network (VBN) and assures appropriate RO employees are advised of the broadcasts and facilitates the viewing and taping of broadcasts.
Serves as Training systems Administrator (Domain Manager) of TMS providing oversight and TMS briefings to leadership at the local facility; training supervisors and employees to access training products, building learning plans, and running reports; managing user accounts and coordinating technical support.
Assists the Office of Employee Development and Training in the review and analysis of training programs and courses for a large, diverse, and complex organization whose mission is dynamic and rapidly changing, and whose training needs are especially urgent.
Reviews analyze and evaluate division reports and statistical data, including such items as workload, productivity, effectiveness, FTE, and budget, to advise RO management on trends, out-of- line situations, and anticipated training needs. Communicates findings, results, and recommendations, both verbally and in writing to RO management.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: To support your claim of time in grade, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in three or more of the following: analyzing and evaluating reports, administering a training program, development or review of training/course materials, aids, devices, etc., and evaluation of training results and work in the occupation or subject-matter field of the position to be filled that required training or instructing others.
Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primary sedentary, although some light physical effort may be required.
Work Environment: Work is typically performed in an adequately lit and climate-controlled office. May require occasional travel.
