The Foreign Agricultural Service (FAS) of the U.S. Department of Agriculture (USDA) works to improve foreign market access for U.S. products, build new markets, improve the competitive position of U.S. agriculture in the global marketplace, and provide food aid and technical assistance to foreign countries. The incumbent will serve as an International Trade Specialist for Global Program in the Credit Programs Division.

Duties

Develops, plans, and conducts in-depth analysis of complex issues which contribute to the accomplishment of the agency mission to expand and maintain international market oppertunities for U.S. agriculture. Assures compliance with policy, philosophy, and mission requirements, and responds effectively to changing econmic and political situations. Conducts assessments and develops interpretation of international trade issues, conditions, or events in support of decision-making, policy formulation, or program development by FAS and USDA. Provides assistance to businesses seeking information relative to the export of commodities to foreign countries, addressing industry and political considerations. Lead country team meetings with participants from FAS program areas, overseas staff and relevant USDA agencies. Perform specialized studies and program and policy support, and coordinate support for U.S. foreign and national security policy through evaluation of country strategy proposals. Develop broad expertise in the countries you cover that encompasses an understanding of economic, political, social and demographic trends to develop sound strategic objectives for U.S. agricultural and food exports.

Requirements

  • You must be a US Citizen or US National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • This position is a bargaining with American Federation of State, County and Municipal Employees (AFSCME), Local 3976.
  • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience performing analysis of trade and marketing data and information; Compiling data for and preparing reports on international trade issues; Or other similar experience in international trade, marketing or agricultural business OR a Master's degree or equivalent graduate degree in international relations, international economics, international business, international trade, business administration or related degrees or 2 full years of progressively higher level graduate education leading to such a degree.Equivalent combinations of education and experience are qualifying for this grade level. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
