This position is located in the Somali Service with the responsibility for line-producing and editing professional, high-quality television and radio news programming content covering regional and international events on a variety of platforms, i.e., television, radio, web-based and social media platforms for Somali speaking African audiences. Programming content produced can be either short or long form covering a variety of topics relevant to a Somali- speaking African audience.
Duties
As a Multimedia Specialist (Somali), you will be responsible for duties to include, but are not limited to:
Produces and edits professional, high quality news programming packages for live or pre- recorded television and radio broadcasts. Produces the programming content and ensure all program elements are available, appropriate and of the highest quality to include guest speakers, video and audio, photos, b-rolls, maps and graphics. Prepares audio files and edits and auditions and improves audio levels to ensure best broadcast quality. Proficiency in the Somali language is required. Selects, obtains, and edits still photos or audio and video clips to accompany programs or stories taking into consideration publication on various web and social media platforms.
As a producer, oversees the production process from inception to completion. Resolves administrative and logistical details, coordinates, reviews and edits all programming content prepared by other team members to ensure relevancy, accuracy, and well-balanced treatment prior to incorporating or posting to the appropriate platform(s). Communicates with guests prior to the show to ensure timely participation. Produces newscasts, news feeds, live interactive discussions, feature programs, documentaries, and interactive social media programs. Reviews all programming materials prior to airing to include opening, closing, bumpers, roll-in packages, graphics, and Chyron information to ensure broadcast worthiness.
Builds the Rundown list in the Dalet system. Works with TV host and executive producers and editors to gather all show video items, packages, shots, regular show elements and video promos, to build the Rundown, including adding the necessary notes and instructions to the script in brackets for the director and technical director for cues or executions during the live airshow. Utilizes digital audio and video editing software to edit materials for broadcast on web and various social media platforms. Archives program content in the Dalet system. Provides training and oversight to trainees and colleagues involved in the television and radio production process.
Participates in news and program planning and editing meetings to suggest topics and coverage ideas, as well as assess news-worthy events based on an in-depth knowledge of the U. S., the targeted region, and world events, as well as a potential topic's overall interest and value to the Somali speaking African audience. Keeps abreast of current developments in targeted areas in order to plan and develop pertinent, balanced and accurate reporting and programming content that will hold and expand audience interest.
Exercises strict adherence to journalistic and ethical codes.

Qualifications
Screen out factor: Applicant must have fluency in both English and Somali languages that enables you to speak, read, write, report, and translate in both languages. This language screen out factor MUST be listed in your resume to receive consideration.
Qualifications: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-11 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience: is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Experience that is typically in or related to line-producing and editing professional, high-quality television and radio news programming content covering regional and international events on a variety of platforms, i.e., television, radio, web-based and social media platforms for Somali speaking African audiences.
Knowledge of journalistic principles and techniques.
Knowledge of television and radio broadcasting principles and practices.
Knowledge of all phases of television and radio production, programming and editing.
Knowledge and skill in producing programming content for both conventional as well as web- based and social media platforms.
Thorough knowledge of African history and its Somali speaking target audience(s), their lifestyles, culture, national history, customs, government institutions and policies; an awareness of political, economic, and social developments in the region.
Education
Education is not required for this grade level. It cannot be used for qualification purposes.
