This position provides facility management for a park with diversified infrastructure and operational complexity, characterized by facilities with multiple functions, and resources with complex components. This is accomplished through the direction of subordinate staff, multi-year/operational budgets, and the utilization of new information technologies to provide stewardship of assets/facilities ensuring visitor use and enjoyment as well as the protection of natural and cultural resources.
Duties
This position is responsible for providing facility management for Scotts Bluff National Monument and Agate Fossil Beds National Monument. The major duties include but are not limited to Park Management Team; Assets, Operations and Fleet Management; Project Management; Risk Management/Safety; Financial Management; Compliance; Hazardous Material and Waste; and Personnel Management.
Specifics:
Provides facility management for Scotts Bluff and Agate Fossil Beds with a diversified infrastructure that includes historic structures, housing units, trails, and picnic facilities. Manages subordinate staff, contracts, and volunteers to meet goals.
Serves as the facility management expert and member of the park management team to develop and implement management strategies. Actively involved in decisions affecting overall park management policy and operations and contributes to the development and implementation of park management documents.
Contract Management - plans and implements the overall approach to meet the contracting objectives of the maintenance division; analyzes contracting issues and recommends best course of action. Serves as a Contracting Officer Representative (COR) and maintains certification.
Assets and Operations - utilizes Facility Management Software Systems (FMSS) for cost effective management of assets; creates, edits, and manages assets for contracts.
Project Management - utilizes Project Management Information System (PMIS) to develop project proposals with descriptions and justification for project, work orders, measurement, cost projection for out years.
Financial Management - maintains cost records and prepares annual work budget plans for maintenance operations.
Recruits and recommends selection of employees. Leads by example, sets expectations, provides performance evaluations, nominates for awards and identifies training needs and opportunities. Resolves complaints or minor grievances and advises employees on matters related to less than satisfactory performance. Actively supports EEO programs and communicates this support to subordinates.
Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
SELECTIVE FACTOR: This position performs contracting officer technical representative (COTR) certification is required for this position, and COTR is required within nine (9) months of entry on duty date.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying experience include managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type of structures ranging from one-or-two story building to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked.

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., if related, from an accredited college or university, in a field of study such as engineering, industrial arts, property management, business administration. You must include transcripts.

Successful completion of a combination of education and experience as described above. Having a percentage of the experience and a percentage of the education which when combined totals 100% of the necessary experience and education needed to qualify for this position. You must include transcripts.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
