This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Program Facilitator for maintenance work activities concerned with facilities and equipment assets within the District. Responsible for program development, management, coordination, implementation, training and reporting of maintenance projects.
Duties
Applies logic and a systematic approach to managing operations workload.
Coordinates maintenance program efforts with District and Division organizations to prevent problems, change plans, methods, and procedures and/or to provide optimum support on equipment and facilities.
Actively participates in staff and/or management level meetings and discussions pertaining to the activities encompassed in a facilities management.
Provides input cost data concerning man-years, labor and material cost of the work planning organization for inclusion in program budgets.
Responsible for integrating and implementing the asset management process utilizing enterprise software systems.
Contact customers, contractors and suppliers to locate sources for specialized items or services.
Prepares purchase orders and necessary documents to substantiate the purchases including statements of justification in required cases.

- Position may be filled as a temporary appointment and may be extended up to a max of five years, and MAY BE made permanent without further competition.

Qualify for GS09:
Specialized Experience: One year of specialized experience which includes: maintaining repairs and maintenance records; entering information into automated management systems; maintaining inventory and property records; utilizing multiple components of complex asset management control systems with the ability to analyze the system procedures; facility operations and maintenance service support . This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, Acquisition and Contract Management, Engineering. (Note: must attach copy of transcripts)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Qualify for GS11:
Specialized Experience: One year of specialized experience which includes: maintaining repairs and maintenance records; administration of operations and maintenance information in automated management maintenance systems; maintaining inventory and property records; utilizing multiple components of complex asset management control systems with the ability to analyze the system procedures; facility operations and maintenance service support. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Business Administration, Acquisition and Contract Management, Engineering. (Note: must attach copy of transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
