This position is located within the Fargo, ND VA Healthcare System. The Secretary (OA) serves the Rehabilitation and Extended Care Integrated Clinical Community (REC ICC).

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. Major duties listed but not limited to: Maintains the Rehabilitation and Extended Care (REC) Assistant Chief of Staff's (ACOS) daily calendar, scheduling appointments and making commitments for the REC ACOS to attend meetings, luncheons, conferences etc., without prior approval based upon knowledge of the REC ACOS's schedule Proficient with basic computer skills, utilizing Word, Excel, PowerPoint, Outlook, Chrome and Windows, to include general knowledge of concepts and terms; file management; document processing; use of presentation software. Receives and reviews all incoming and outgoing correspondence directed to the REC ACOS, sorting and determining action required, forwarding such correspondence to the appropriate office, section, or service for required action, at times preparing answers before referring to the REC ACOS. Types, prepares and reviews outgoing correspondence, minutes, policies, letters, reports and congressional inquiries. Reviews correspondence ensuring proper format, correct spelling, typographical errors and corrects grammatical content to ensure it is accordance with established policy. Serves as the timekeeper to include maintaining time and attendance records, completing timesheets to include accurate application of premium pay, differential pay, holiday premium pay, on-call pay, and applying varied tours each pay period to match employees' official hours. Establishes new office procedures when the need arises. Responsible for setting up, maintaining and disposing of files within the office. Exercises independent judgment in establishing controls, revising files, and record disposal. Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m. (work hours may be further discussed during interview) Telework: Ad Hoc -Ad Hoc telework occurs on an occasional, non-routine basis- for example, inclement weather or telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023 You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience preparing, receiving, reviewing and verifying documents; experience processing transactions and maintaining office records; experience locating and compiling data or information from files and other data sources; experience handling requests for information, processing incoming and outgoing materials such as correspondence, reports and memoranda; experience editing and composing letters and reports, transcribing notes, and reviewing correspondence; experience performing office automation duties using a personal computer, preparing a calendar, worksheets, typing a variety of documents such as letters, forms, schedules, meeting minutes, and maintaining computer files; and experience scheduling and maintaining appointments, coordinating meetings and conferences, making travel arrangements, and performing time and attendance functions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have at least four (4) years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only education in excess of the first 60 semester hours (beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) is equivalent to 6 months of specialized experience. Your total qualifying experience and total qualifying education are each figured as a percentage of the experience and education required for the GS-5 level of the occupation being filled and the total of the two percentages must equal 100 percent to qualify. Example: The position to be filled is a Music Specialist, GS-1051-11. An applicant has 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education in music. The applicant meets 75 percent of the required experience and 50 percent of the required education, i.e., the applicant has 1/2 year of graduate study beyond that required for GS-9. Therefore, the applicant exceeds the total requirement and is qualified for the position. (The applicant's first 2 years of graduate study are not qualifying for GS-11.) You will be rated on the following Competencies for this position: ClericalCommunicationsOrganizational AwarenessOrganizational Stewardship Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
