This position is located within the Hospital Engineering and Facility Department (HEFS) within the Office of the Executive Director at the NIH Clinical Center (CC). HEFS is responsible for assuring all construction and facilities projects are delivered safely, meeting applicable codes with the quality expected to enhance patient care.

Duties

Provides organizational support for planning, analyzing, coordinating, evaluating, and directing the development of priorities, performance metrics, resource allocations, and performance for organizational objectives to support operational projects. Provides technical support to departmental staff during the development of projects or programs, including the development of goals, performance measures and priorities and assists in mission response. Analyzes data including tracking metrics such as current and future minor projects managed, size, duration, number of projects per year, and number of maintenance calls. Reviews and analyzes financial reports generated and identifies problems. Develops and analyzes cost estimates for modernization, repair, and alterations projects by applying knowledge of equipment, supplies, money, staffing, and requirements while reviewing and determining the government estimates (IGEs) and proposals. Serves as the HEFS Contract Officers Representative Level One in analyzing workload documents. Serves as the liaison to stakeholders by receiving stakeholder requests and communicating these requests to the appropriate NIH resources to assure stakeholder needs are met by providing follow up and closure to these requests.

Qualifications

In order to qualify for a Program Specialist, GS-0301 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: evaluating programs in areas such as grant review, program support management, financial management, procurement, quality assurance, management analysis or administrative program management; formulating and executing action plans to respond to business and management problems or initiatives; providing organizational support for program planning and analysis activities; evaluating the impact of new program policies; determining measures of effectiveness in setting organizational goals and objectives. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
