Incumbent oversees security programs related to all aspects of safety and security pertaining to Members of Congress and their families, to include security assessments and coordination, oversight of dignitary protection operations, international delegation coordination, threat assessment and investigative process liaison, and coordination with various federal, state, and local law enforcement agencies to support security and law enforcement services.

Duties

Provides oversight and strategic planning to all division programs pertaining to the safety and security of Members of Congress and their families, including the Member Travel Security Program, Residential Security Program, Law Enforcement Coordination Program, and all programs and initiatives related to Member security. Maintains oversight and liaison with the United States Capitol Police (USCP) to ensure appropriate threat mitigation and investigation strategies are employed, as it relates to Members of Congress and their families. Represents the Sergeant at Arms Office (SAA) on matters related to and impacting Member and family safety and security, the Capitol Complex, Congressional offices and events, and international Congressional Delegations. Formulates positions and provides executive level briefings on security matters to SAA leadership. Prepares documentation and presents oral briefings to Members of Congress and other Congressional Stakeholders. Assists in the development and implementation of division policies, procedures, and plans. Provides oversight to SAA operations centers on all matters pertaining to Member safety and security programs and ensures appropriate law enforcement response. Establishes and tracks strategic goals related to safety, security, and threat mitigation programs. Implements new initiatives to improve and increase SAA's ability to provide security support for Members while acting in their official capacity, in their residences, while in transit, at public events, and all other situations involving the implementation of security measures. Provides program oversight to ensure efficient cooperation between division staff and USCP Air Operations in assessing the appropriate law enforcement awareness for rail and air travel arrangements. Communicates with the USCP and other federal, state, and local law enforcement partners to assist with member travel and site security initiatives. Liaison with USCP Dignitary Protection Division to ensure security requirements of House of Representatives Leadership and Members are met in an efficient and effective manner. Coordinates with the U.S. Department of State, U.S. military and foreign security and law enforcement agencies on all security and logistics issues for Congressional Delegations traveling outside of the United States. Assists in coordinating multiple police and law enforcement functions between the SAA and the USCP and other law enforcement agencies on matters regarding dignitary protection and Member protection throughout the United States. Coordinates with foreign embassy staff on arrangements for dignitary visits to Congressional sites and events. Provides planning, operational support, and oversight of site security operations for Congressional events supported by the USCP and other law enforcement agencies. Provides clear direction and supervision to PS/LE support staff. Assists in the preparation of the division's annual budget and monitors expenses. Represents the Assistant Sergeant at Arms for PS/LE at meetings and other engagements, as needed. Responds to inquiries and aid Members of Congress, their families and staff on safety and security matters. Establishes and maintains liaison with senior leadership of USCP to further security goals of the Congress. Provides support during off-duty hours to ensure implementation of security measures. Provides oversight and assists in management of Continuity of Operations for the division. Assists in the administration of the daily operations of the division. Assists with planning, operations and logistics pertaining to Congressional special events. Assigns work and monitors performance of PS/LE personnel. Interviews and recommends selection of employees to PS/LE management. Supports House Recovery Operations structure. Models behavior for other PS/LE staff to follow. Performs other duties as assigned.

Qualifications

Work Experience and Education: Bachelor's degree; advance degree preferred. Must have a minimum of seven years of supervisory/management experience and proven project management experience in support of law enforcement or Department of Defense programs. Must be able to obtain and maintain a Top-Secret security clearance. Knowledge, Skills, and Abilities: Incumbent has knowledge and understanding of policies and procedures of the House of Representatives and federal law enforcement principles. Incumbent has the ability to make high level management decisions. Incumbent has strong leadership skills and excellent organizational skills. Incumbent has the ability to work well under pressure, exercise discretion and independent judgment in handling daily operations of the office and maintain a professional and courteous work disposition. Incumbent must possess high level understanding of all matters related to the principles of protection regarding high level government officials and their families, threat investigation and mitigation, and interagency coordination to ensure the safety and security of protectees. Incumbent should be highly skilled in all forms of communication and possess the ability to interact with high level government officials, while providing clear, concise, and professional communications. Incumbent must possess the skills and ability to effectively use employee performance plans and evaluations, coaching and mentoring techniques, and address employee conflicts and disciplinary actions. Incumbent must be skilled in effectively interviewing and assessing job applicants. Incumbent must have the ability to plan, use project management concepts and practices, and formulate and execute budgets. Incumbent must be skilled in developing, implementing, and maintaining internal workplace policies, standards, procedures and practices.
