The incumbent supports the development of law enforcement, security, and stakeholder engagement programs, while serving as the subject matter expert in policy and strategic goal development. The incumbent assists division leadership in the development and implementation of programs related to the protection of Members of Congress, Capitol Complex Security, District Office Security, and other priority areas, as identified by the Assistant SAA for Police Services/Law Enforcement (PS/LE).

Duties

Supports division leadership in carrying out administrative, policy, and program management operations of the division. Serves as the primary policy advisor to the Assistant Sergeant at Arms and Deputy Director of PS/LE. Assists division leadership in the development and implementation of division policies, operating procedures, and strategic goals. Identifies programmatic gaps and inefficiencies and formulates strategies to increase output and delivery of services. Provides workforce development support to the division, to include analysis of operations and development of recommendations pertaining to position classifications and descriptions, resource management, training programs, and career development initiatives. Supports the development of programs to maximize engagement and outreach to Members, staff, and stakeholders pertaining to all aspects of safety and security. Develops written literature and electronic media presentations to enhance information flow to intended end users. Provides technical writing support through drafting and review of division publications and correspondence. Reviews reports, documents, records, data, or other materials to verify completeness, correctness, consistency, and compliance with Sergeant at Arms and House of Representatives standards. Supports division leadership in development of written, oral, and electronic briefings intended for Members of Congress, Congressional oversight, and other entities within the Congressional community. Drafts correspondence in response to inquiries from Congressional oversight in support of security and law enforcement initiatives. Provides oversight and analysis of administrative programs of the United States Capitol Police (USCP). Reviews division programs and compiles reports related to all areas of division operations to quantify output and improve efficiency. Supports division leadership in the development and execution of fiscal policy and budget formulation, to include forecasting expenditures, analytical reporting, and supporting the Assistant Sergeant at Arms and Deputy Director for PS/LE in meeting strategic financial goals. Coordinates activities with division leadership to formulate division strategic objectives and quantify output. Assists with the communication of positions on security, program, and policy issues for the Assistant Sergeant at Arms and Deputy Director for PS/LE. Interacts with Members of Congress, Congressional staff, federal, state, and local law enforcement agencies, and other governmental and non-governmental entities to ensure the security needs of the House of Representatives are addressed and met. Establishes and maintains liaison with senior leadership of USCP to further security goals of the Congress. Assigns work and monitors performance of PS/LE personnel. Assists with planning, operations and logistics pertaining to Congressional special events. Interviews and recommends selection of employees to PS/LE management. Models behavior for other PS/LE staff to follow. Performs other duties as assigned.

Qualifications

Work Experience and Education: Bachelor's degree; advance degree preferred. Must have a minimum of three years supervisory/management experience and proven project management experience in support of law enforcement or Department of Defense programs. Must be able to obtain and maintain a Top-Secret security clearance. Knowledge, Skills, and Abilities: Incumbent must be able to provide support to leadership in the areas of policy analysis and development, budget formulation and execution, program management, and organizational processes maximization. Incumbent must have knowledge and understanding of the Legislative Branch policies and procedures. Incumbent must have highly developed organizational and communication skills and must be able to present materials in a clear, concise manner to high level government officials and stakeholders. Incumbent must have the ability to support high level management decisions and possess strong leadership skills. Incumbent must have the ability to work well under pressure, exercise discretion and independent judgement in handling daily operations of the office, while maintaining a professional and courteous disposition. Incumbent must possess the ability to support programs through all phases of program lifecycle, to include inception, development and execution, in line with established division strategic goals. Incumbent must possess the skills and abilities to effectively use employee performance plans and evaluations, project management concepts and practices, coaching and mentoring techniques, and address employee conflicts and disciplinary actions. Incumbent must be skilled in effectively interviewing and assessing job applicants. Incumbent should be skilled in developing, implementing, and maintaining internal workplace policies, standards, procedures and practices.
