This position is organizationally aligned within the Office of Strategy and Master Planning. The position is a direct report to the Chief Strategy and Planning Officer. The incumbent for this position is responsible for managing the efficient and effective coordination, scoping, development, acquisition, and fielding of equipment and furniture, planning the swing space, and orchestrating the phased movement of personnel during construction and space renovation projects within the PVAHCS.
Duties
Major duties of the position include but are not limited to:
Project Management Execution and Control 40%
Serves as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects. As the project team leader, implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project. Negotiates and integrates all Medical Center functions (i.e., design, cost engineering, construction, contracting, etc.) stakeholder/customer needs, and other agencies' commitments in support of assigned project into a comprehensive management plan.
Space and Equipment Planning and Activation 30%
Coordinates the planning, design, cost engineering, construction, equipment commissioning and space activation for initial outfitting projects of substantial breadth, scope and complexity as measured by the size and functional diversity indicative of PVAHCS' complexity level 1a medical environment of care, encompassing advanced clinical programs. Projects managed are complicated by responsibility for projects in different locations or under the control of different managers; multiple-party interest; and in compliance with numerous accreditation bodies, federal and hospital statutory and regulatory procedures, state, and local jurisdictional policies.
Project Scheduling and Budgeting 15%
Controls and manages project milestones and budgets from planning through construction and project turnover. Recommends allocation of project funds to Medical Center elements consistent with progress attained and measures and monitors performance to assure commitments of all parties are being maintained. Reviews and analyzes cost reports to assure charges are authorized and appropriate and identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges. Reviews project progress measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
Stakeholder Coordination and Communication 15%
Represents the PVAHCS Executive Leadership Team as primary point of contact for activations, programs, and projects with stakeholders/customers, other external organizations, and higher authorities. Responsible for keeping the stakeholder/customer fully informed of project progress, issues and coordinating directly with Service Chiefs, Clinical Directors and Nurse Managers as needed to facilitate a resolution, and resolve impacts associated with cost and schedule. Assures that stakeholder/customer or other agencies participation in the project is in accordance with the agreed upon management plan and stakeholder/customer commitments. Assures early identification of problems or issues in the most appropriate manner. Ensures the development of all required stakeholder/customer and VHA agreements, leading the negotiation of such agreements on behalf of PVAHCS.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Project management, communication to internal and external stakeholders, coordination, planning and design for various projects, reviewing and analyzing cost reports, plan and prepare strategic planning reports.

Physical Requirements: The nature of the position is primarily sedentary but some standing, walking, and lifting of files may be required.
