Plans, directs & manages Stakeholder Relations Service, including public affairs, audiovisual/ media services, customer service, outreach program & voluntary services. Presents the organization's mission, services & activities to staff, volunteers, media, general public, Veterans, government officials, DoD partners & community groups. Serves as spokesperson for the medical center representing the Director at events of public, civic or social nature & participation in a variety of events.

Duties include, but are not limited to:
Public Affairs Program Management
Serving as the manager of an integrated, cross discipline service line comprised of Public Affairs, Medical Media, and Congressional & Stakeholder Relations and Voluntary Services
Performing work related to public affairs activities such as coordinating media interviews, developing communication plans, coordinating agency information programs, etc
Interpreting national VA, VHA and VISN directives or guidance on public affairs issues and in turn, developing the Medical Center's Public Affairs related policies and program to be in compliance
Organizing and coordinating print and broadcast media interviews with key officials and overseeing all arrangements with the media involving agency activities
Providing photographs, digital media files, publications and other material as required
Identifying and summarizing national and regional news items having a direct impact on VAMC programs and activities
Providing national news clips to the Director and other key staff in a timely manner
Reviewing national agency programs and policies and monitoring regional news stories that are publicized daily
Developing communication plans by considering such items as specific topics or aspects to emphasize the most effective media to use in communicating with intended audiences, and the kind of information various groups want or need, etc
Developing and writing information material designed to reach selected national audiences through the news media such as wire services, radio, television, newspapers, and magazines. Written materials include news releases, spot radio and television announcements, fact sheets, feature stories, editorials, background statements, etc.
Ensuring regular contact with local media across the geographic area, which encompasses multiple distinct media markets, to maintain a good working relationship
Overseeing various print publications, social media sites, internet site, multimedia/audio-visual productions and reviews brochures, outreach advertising and all other public relations and marketing products
Developing and executing the health care system's outreach marketing campaigns, which includes commercial advertising creative development, planning, buys, and approval through VACO
Overseeing review and approval of the health care system's digital bulletin boards, electronic marquee, telephone system auto message and on-hold message and other special communications projects
Working on VISN 17 and OPIA committees, work groups and other details as assigned as a member or as a consultant
Supervisory
Providing guidance, direction and supervision to the staff in the Stakeholder Relations Service
Supervising four employees performing work at the GS-6 through GS-11 levels
Providing total support and technical assistance through supervisory guidance and direction to the subordinate staff
Performing administrative and human resources management functions relative to staff supervised
Ensuring work assignments are carried out in an accurate and timely manner
Distributing and balancing workload among employees in the Service and assuring timely accomplishment of the assigned workload by keeping in touch with the status and progress of work, making appropriate adjustments in accordance with established priorities
Independently representing the Office of the Medical Center Director in responding to the most difficult or complex concerns or cases
Granted authority to represent the Director in conflict resolution, in collaboration with the Voluntary Services Program Supervisor
Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: acting as agency spokesperson, facilitator, and coordinator to media, congressional staff, Veteran Service Officers and community partners; communicating information in a succinct and organized manner in order to convey an accurate positive message and planning and executing special events, coordinating high profile visits and supporting outreach.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
