Serve as a Supervisory Purchasing Agent by providing assistance and services to a number of areas of the hospital, including Medical Staff, Home Based Primary Care, Contract Nursing Homes, VA Nursing Home, Social Workers and Spinal Cord Injury to ensure provide the necessary items/services to disabled veterans.
Duties
The Supervisory Purchasing Agent provides technical and administrative supervision to a unit of Purchasing Agents, 1105, GS-05/07). Duties include, but not limited to the following:
Oversee the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluate work performance of subordinates.
Evaluate subordinate leaders and serving as the reviewing official on evaluations of nonsupervisory employee's prosthetics clerks and item manager.
Make decisions and identify needs and training at service level approve all travel and tuition requests related to employees.
Develop and implement techniques and strategies to monitor or reduce open orders and improve business practices.
Perform administrative level work to acquire supplies and services to meet the purchase, rental, or lease needs of an organization.
Research information from local and national sources for procurement of prosthetic appliances, services and medical equipment.
Operate the Prosthetic Procurement Package and IFCAP software packages to maintain a detailed and accurate accounting of all procurement actions take for veterans.
Obtain necessary product and price information, procedures utilizing written or verbal purchase orders.
Work Schedule: Monday-Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-08 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
English Language Proficiency:
In accordance with 38 U.S.C. 7402(d), no person shall serve indirect patient care positions unless they are proficient in basic spoken and written English. You must be proficient in basic spoken and written English and in spoken Spanish to meet the requirements of this position.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; receive purchase requests, screens for completeness and relevance of information and submit for proper approval; coordinate, plan, organize, and make recommendations for projects; consult with Human Resources on budget and personnel actions; assist with human resources functions to include recruitment, position classification, performance, training, etc.; and prepare letters, reports and/or presentations.

Physical Requirements: The work of the position is performed in an office setting involving everyday risks or discomforts, Normal safety precautions are adequate. The work requires some physical effort such. as standing, walking, bending, or sitting, there are no special physical demands.
