The purpose of the Health System Specialist position is to assess the productivity, effectiveness and efficiency of the Alaska VA Healthcare System program activities and operations in Anchorage, AK.

Duties

Major duties of the position include but are not limited to: You will plan and conduct a variety of broad and complex analytical and evaluative studies of a wide range of medical facility health care delivery services such as organizational structures and management systems for the administrative services in the health care delivery system; human resources, space, equipment and financial resources; medical records administration; and medical facility housekeeping. You will prepare study reports and findings that include substantive and innovative recommendations to improve the effectiveness, efficiency, and productivity of the medical facility health care program. You will identify and participate in resolving the full range of management problems, and assists in the development of proposed management programs on a service, inter-service, medical center, or VISN wide basis. You will conduct studies that analyze problems of workload, work distribution, workflow, and work controls. You will develop management improvement programs or revised policy and procedural requirements for more effective application of various administrative management systems; such as work measurement, work simplification, incentive awards, performance evaluation, management reports, automation, communication analyses, etc. You will conduct in-depth studies to meet needs that may arise or to meet needs that already exist. You will conduct carry direct responsibility for seeking and finding practical solutions which may be achieved in short or long range planning. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 7:30am - 4:00pm Telework: Ad-Hoc may be authorized- VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements with 30 days of the closing date of this announcement, 08/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 and for a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Per OPM Individual Occupational Requirements for a Health System Administration Series 0671 In addition to the specialized experience below, all positions above the GS-5 grade level may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; AND Regulations and standards of various regulatory and credentialing groups; AND Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. If using Education to qualify for the Health System Administration Series, the Major study must be in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must one year of specialized experience (equivalent to at least the GS-09 level or pay band in the Federal service) that includes performing the following duties: understand the basic principles and practices related to the management of health care delivery systems by developing and implementing both long and short term policies and plans for the health care delivery system; coordinate input from administrative and clinical services and prepare recommendations for higher level management officials; and develop, evaluate, and adjust organizational structures and management systems for the administrative services in the health care delivery system. GS-12 Specialized Experience: You must have one year of specialized experience (equivalent to at least the GS-11 level or pay band in the Federal service) that includes performing the following duties: defining projects scope and goals through a collaborative process; implementing hospital operations, policies and procedures and program guidelines to identify projects the improving quality outcomes and maximize return on investment of utilized resources; practicing clinical guidelines designed by healthcare improvement organization to collect, analyze, and present data for performance improvement studies and projects; utilizing healthcare Lean/Systems Redesign standardized tools, methods, and principles such as Lean and Six Sigma, industrial and quality engineering principles and concepts to identify systems design problems; communicating, listening, writing with clarity, and speaking effectively about administrative expertise of medical center operation. You will be rated on the following Competencies for this position: Creative ThinkingInformation ManagementPlanning and EvaluatingProblem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education

GS-11 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. (transcripts required) OR,
Combination:
Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining my total qualifying experience as a percentage of the experience required for the grade level; then determining my education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) (transcripts required)

GS-12 Education: There is no educational substitution at this grade level.
