The primary purpose of this position is to provide direct support to Nellis and Creech Air Force Bases to include tenant units: Perform duties as the Alternate Quality Assurance Evaluator (QAE) duties for the Postal Service Center (PSC) and Official Mail Center (OMC) contracts.

Duties

Assist the Base Records Manager in managing and administer the Records Management Program. Assists base organizations and unit FARMs with their records management activities. Assists the Publication and Forms Management Program. Assists with the management of Department of Defense (DoD), Air Force (AF), and unit directives during quality control reviews. Assists with Freedom of Information Act (FOIA), Privacy Act (PA), and For Official Use Only (FOUO) programs. Ensures compliance with Federal laws when replying to, handling and processing public request for Air Force records. Assists with responsibilities associated with Alternate Quality Assurance Evaluator (QAE) for t4e two Postal Service Center (PSC) contracts. Follows quality assurance surveillance plan to ensure contractor complies with performance standards.

  • Must be capable of lifting boxes and bags weighing up to 50 pounds.
  • May be required to work irregular hours, overtime and weekends.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Applicants must meet the OPM qualification standard and must possess the following skill: Must be able to type 40 words per minute (WPM).
  • A pre-employment physical will be required.

Qualifications

This is an obligated position which an employee has return rights. Upon the employee's return, incumbent could be subject to reassignment. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Postal and agency regulations governing the control and processing of various types of mail including certified, registered, classified, APO, and foreign mail to include extensive knowledge of the regulations/instructions and procedures governing the safeguarding (security) and processing of accountable and regular mail. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of the regulations/instructions and procedures governing the safeguarding (security) and processing of accountable and regular mail. 2. Knowledge of methods for the management of a wide variety of simple and complex records; storage and retrieval systems; familiarization with the Air Force data systems used for the accountability of Air Force records, laws, policies, regulations, procedures and precedent guidance applicable to all aspects of records management, Freedom of Information Act (FOIA), Privacy Act, and For Official Use Only Programs within established guidelines. 3. Knowledge of the organizational and functional responsibilities and operations of employing organizations to correctly route correspondence to appropriate organizations. 4. Knowledge of correct grammar, spelling, punctuation, capitalization, and format to be able to accurately prepare written correspondence and reports. Ability to locate and assemble information for routine reports and inquiries. 5. Ability to use office automation tools and techniques to support office operations and mail processing. Ability to interpret and apply rules, regulations/instructions, and procedures. 6. Skill in typing, a qualified typist is required. Ability to verify and correlate data; locate, assemble, and compose information for routine reports, inquiries; communicate effectively, both orally and in writing; organize work and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
