The position is located in the Diplomatic Reception Rooms, Office of Fine Arts that is under the direction of the Under Secretary for Management (M/FA/DRR), in the U.S. Department of State. M/FA is the custodian of the Diplomatic Reception Rooms — the gracious setting in which our leaders conduct the essential business of international diplomacy, and promote peace worldwide.

Duties

Provides authoritative advice and leadership in developing, managing, and executing a wide range of public relations/education, communication, marketing, brand alignment, fundraising, and special events to share the work of the Diplomatic Rooms. Creates press releases, external and campaign materials, speeches, remarks, and talking points on different programmatic activities to raise awareness among key audiences, including the donor and grant-making communities. Formulates M/FAs overall outreach strategy and detailed project plans, including required resources, milestones, timelines, and goals. Oversees all aspects of project lifecycle; consults with stakeholders within and outside of the Department on creative, resource, and other issues; resolves issues; and reports on status and resolution of problems as required. Ensures M/FA operations meet performance standards, program goals, and objectives and, in cases where they do not, investigates root causes and implements improvements or changes.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience participating in all aspects of project lifecycles, to include consulting with stakeholders on issues, reporting statuses and solving problems. Experience with managing complex programs and overseeing implementations for all aspects of the museum collections. Experience developing outreach strategies. There is no substitute of education for specialized experience for the GS-14 position.
