You will serve as a MANAGER (Deputy Department Head) in the Ranges, Engineering and Analysis Department (Code 70B) of NAVUNSEAWARCENDIV NEWPORT RI, Newport, Rhode Island.

Duties

You will provide administrative and technical management of the workforce, guiding and coordinating work through other supervisors and integrating the work of lower units, You will manage the technical work of the department: range hardware and software development, range operations, Systems Safety and Reliability, Industrial Prototyping, Survivability Test and Evaluation, Ocean Sciences, and related programs, You will apply managerial and decision authority for broad impact programs, influencing the achievement of the command mission, long range goals, objectives, and direction, You will forecast future operations and business trends and outcomes, You will manage Department operations, including planning, finances, human resources, Information Technology, engineering, contracts, and facilities, You will prepare the Department Annual Business Plan and coordinate Department Quarterly Reviews with senior management, You will oversee the completion of actions and tracking of Department metrics, You will determine objectives and strategies, coordinating with other parts of the organization to accomplish goals, monitoring and evaluating the progress and outcome of operational plans, and anticipating potential threats or opportunities, You will assure effective internal controls are developed and maintained to ensure the integrity of the organization. You will inspire, motivate and guide others toward goal accomplishment, coaching, mentoring and challenging subordinates with an adaptive leadership style to accommodate a variety of situations.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 PROGRAM MANAGER at advanced level within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), an Oceanographer (1360-series), a Mathematician (1520-series) or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0801, 1360, 1520, and 1550) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of experience at or equivalent to the next lower pay band, the ND-04 (GS-12/13 equivalency) or grade level in the Federal service or equivalent experience in the private or public sector, as a professional engineer or scientist managing the execution or direction of Department-level operations (e.g., planning, finance, Human Resources, Information Technology, contracting strategy, facilities) to ensure attainment of organization goals and undersea warfare mission objectives. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

0801- Professional General Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

1360-Oceanography Series: A degree with major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences; or a combination of education and experience - coursework as shown above plus appropriate experience or additional education.

1550-Computer Science Series: A bachelor's or higher degree in computer science; or a bachelor's or higher degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus.

1520-Professional Mathematics Series: A degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics.
OR
A combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education.
