This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer.
Duties
As a Human Resources Specialist (Staffing Forecasting and Billet Management Coordinator), you will:
Use analysis and evaluation of HUD staffing needs, hiring trends, and attrition models, recommend optimal allocation of personnel agency-wide.
Design, develop, and implement techniques to analyze issues associated with human capital forecasting throughout HUD and all its program offices.
Develop new approaches to forecasting and recommend changes and improvements to existing analytical and modeling systems to increase forecast accuracy.
Advise high level managers of advantages and disadvantages of different approaches.
Serve as an authoritative representative of HCS and provide management with expert technical guidance and recommendations for achieving the agency's objectives through effective workforce management.
Plan, coordinate, direct, and conduct management studies utilizing proven mathematical techniques, probability techniques, regression analysis, statistical/quantitative analysis, and other approved methods.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Applying analytical and evaluative methods and techniques to advise on strategies for targeted hiring needs; AND
Providing advisory on the interpretation and utilization of workforce requirements; AND
Executing standard processes and procedures in support of staffing forecasting and billet management efforts; AND
Analyzing data for summary in preparation for briefings or written reports
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
