Duties
Develops agency policies and procedures and provides specific guidance and oversight for the following Human Resource areas: Awards, Employment Incentives, Leave, Management Selection System (MSS), Performance, Reduction in Force, Staffing, Trainee and Work Life Programs.

Qualifications
To be considered for the position, you must meet the following qualification requirements:
Education:
GS-12 and GS-13: There is no substitution of education for specialized experience for this position.
Experience:
GS-12 and GS-13: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are:
GS-12:
Experience that demonstrates technical knowledge of and skill in performing Human Resource functions that includes recruitment, placement and staffing, awards, employment incentives, leave administration, performance, etc., in the federal government.
Experience in serving as the technical expert for problems and questions covering a wide variety of staffing and employee relations issues.
Experience in applying policies in regards to age waivers, merit promotion, hiring policies and procedures, and various employment incentives.
Experience in participating in program/operational reviews, reviewing work for policy compliance and recommending changes to human resource operations to correct deviations.
GS-13:
Experience which provided a comprehensive working knowledge of and skill in Human Resource functions that included, recruitment, placement and staffing, awards, employment incentives, reduction in force, leave administration, performance, and work life programs in the federal government.
Experience in advising Human Resource offices, evaluating program effectiveness, and providing solutions to problems encountered that may impede accomplishment of program objectives.
Experience in the review, development and revision of staffing policies.
Experience providing guidance, training, and oversight to Human Resource specialists in administering an Human Resource program.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
