THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST (TITLE 5), Position Description Number T511500 and is part of the IL CFMO, National Guard.

Duties

As a PROGRAM ANALYST (TITLE 5), GS-0343-9, you will plan, analyze and/ or evaluate the effectiveness of line or operating programs. Major Duties - This is NOT an all-inclusive list: Analyze evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Review reports and studies to ensure that user requirements are met and appropriate rules and regulations are utilized. Develop and administer a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Plan, coordinate, and carry out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Evaluate unit and organizational effectiveness. Identify problems, review production standards, and make tentative recommendations for problem resolution. Develop recommendations to correct deficiencies or suggest program or process improvements for the organization. Note deficiencies, identify necessary resources, and recommend corrective action. Conduct studies of work processes and procedures. Assist in the development of directives and the design, development, documentation, and implementation of various reporting systems. Review workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. SPECIALIZED EXPERIENCE: GS-09 Level - Applicants must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the Federal service in the normal line of progression for the occupation, Program Analyst. Examples of specialized experience would typically include, but are not limited to: providing customer service in support of programs; reviewing, evaluating, and analyzing obligation and expenditures; providing recommendations to subordinate organizations for proper management of programs; recommending funding allocations and monitor expenditures to ensure allocations are being appropriately utilized; reviewing execution plans and recommending appropriate actions to include reprogramming funds from one program to another; providing advice and assistance to management on accountability and legality of operating programs; developing and preparing current year program spreadsheets; and reviewing daily and monthly funding documents . This definition of specialized experience is typical of work performed at the GS-07 grade/level position or equivalent in the federal service. OR EDUCATION: Applicants may qualify on the basis of education as follows: To qualify based on education for the GS-09 level, you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your official transcripts.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Verbiage displayed on your resume or application must contain your own words. Education

Combination of Education and Specialized Experience: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. (Note: You must attach a copy of your official transcripts.)
