Commissioner Ellen L. Weintraub (D) is seeking an Attorney-Adviser to serve as counsel on all aspects of Commission operations. The incumbent provides legal advice to the Commissioner, works with other executive offices, and drafts statements, speeches, and articles. The ideal candidate has excellent analytical and writing skills, good judgment, attention to detail, a sense of humor, and dedication to democracy. Knowledge of the FECA is extremely helpful, but not required.
Duties
This is a Term appointment and you will serve at the discretion of the Commissioner.
Salary Ranges:
GS-14: $132,368 - $172,075
GS-15: $155,700 - $183,500
As the Attorney-Adviser (General) in this position, you will serve as a legal advisor to the Commissioner. You will analyze and advise on highly complex legal issues, questions, and administrative policy, including enforcement matters, regulations, advisory opinions, Commission policies, and official FEC publications interpreting the Federal Election Campaign Act.
Specifically, you will:
Prepare synopses and analyses of agenda items and advise the Commissioner on matters pending before the Commission.
Provide legal advice interpreting the Federal Election Campaign Act, the Administrative Procedures Act, the Freedom of Information Act, and the Constitution.
Advise on the formulation of Commission policies and operating procedures; handle confidential compliance and internal personnel matters for the Commissioner.
Plan and manage work, public inquiries, and official commitments for the Commissioner.
Provide policy guidance on extremely complex and difficult legal matters.
Evaluate and interpret the Commission's legal documents for accuracy, legal consistency, clarity, organization, and procedural correctness.
Conduct complex legal research and policy assignments, affecting the operations of the FEC.
Draft statements, speeches, presentations, regulations, advisory opinions, and policy guidance for the Commissioner.
Counsel the Commissioner on budget documents and management issues and provide administrative support to the Commissioner.
Qualifications
In order to qualify, you must meet the Basic Requirements and the Experience Requirements described below. Your resume must clearly describe your relevant experience. A copy of your unofficial or official transcripts must be provided with your application.

Basic Requirements (applicable to both grade levels):
A. Education: Possess a J.D. or LL.B degree from a law school accredited by the American Bar Association.

B. Bar Membership: Be an active member in good standing of a state, the District of Columbia, the Commonwealth of Puerto Rico, or territory of the United States.
In addition to meeting both of the Basic Requirements above, you must meet the experience requirements for the applicable grade level.
Experience Requirement for the GS-14 Level:
At least 3 years of progressively responsible experience as a practicing attorney providing counsel on a variety of complex legal issues such as campaign finance, administrative, and constitutional law, or other similar areas. At least one year of this experience must be comparable in scope and responsibility to the GS-13 level providing legal advice, analysis and research on a range of complex issues. This must include activities such as: (1) conducting analysis and legal research on matters such as enforcement, policy or other similar areas; (2) providing advice, recommendations, or opinions on a variety of legal issues; (3) writing legal memoranda or other legal documents on key issues; and (4) briefing senior leaders on the interpretation of relevant federal statutes and regulations.
Experience Requirement for the GS-15 Level:
At least 4 years of progressively responsible experience as a practicing attorney providing counsel on a variety of complex legal issues such as campaign finance, administrative, and constitutional law, or other similar areas. At least one year of this experience must be comparable in scope and responsibility to the GS-14 level providing legal advice, analysis and research on a range of complex issues. This must include activities such as: (1) conducting analysis and legal research on matters such as enforcement, policy or other similar areas; (2) providing advice, recommendations, or opinions on a variety of legal issues; (3) writing legal memoranda or other legal documents on key issues; and (4) briefing senior leaders on the interpretation of relevant federal statutes and regulations.
**In addition, you must provide a cover letter stating your interest in the position.
**You must also provide a writing sample of at least two pages that represents your own individual work product. The writing sample can be legal work product or on another topic but must showcase your writing ability.
Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Volunteer work experience: You will receive credit for all qualifying experience, including volunteer experience. Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Please Note: You may be promoted without further competition to the next higher grade level once you have served 18 months and met performance requirements. Selection at the GS-14 grade level does not guarantee promotion to the full performance GS-15 grade level.
Education
You must submit a copy of your unofficial or official transcripts conferring a J.D., or LL.B., or higher degree from a law school accredited by the American Bar Association.
A self-created transcript or a list of courses you have prepared is not acceptable.
