This position is located in the Department of Health and Human Services, Office of the General Counsel, headquartered in Washington, District of Columbia.
Duties
As a General Attorney-Advisor (Tort Claims), you will use your knowledge of and experience with the Office of the General Counsel to optimize business results and customer experience by:
Advising and preparing legal opinions on all aspects of the Federal Tort Claims Act (FTCA).
Handling FTCA administrative claims (primarily medical malpractice), including performing legal research and analysis, drafting tort memoranda, and negotiating settlement of such claims, where appropriate.
Provide litigation support to U.S. Attorneys offices around the country when complaints are filed in federal court, including preparing draft answers, motions, litigation reports, affidavits, briefs, or other pleadings appropriate to the defense of FTCA cases in federal district court and appellate court, in conformity with applicable rules and regulations.
Reviewing requests for waiver of overpayment and drafting recommended decisions.

Qualifications
WHAT WE ARE LOOKING FOR
Minimum Qualifications:
Must have successfully completed a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) from an accredited educational institution.
AND
Must have a current active bar membership from any State, territory, Commonwealth of Puerto Rico, District of Columbia, or Federal Court.
AND
For GS-11:
Must have successfully completed a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) from an accredited educational institution AND possess a current active bar membership from any State, territory, Commonwealth of Puerto Rico, District of Columbia, or Federal Court.
For GS-12:
Must have at least one (1) year of experience post bar admission in medical malpractice litigation and/or FTCA law and related litigation, outstanding client counseling skills; superior legal writing and research ability with a demonstrated commitment to professionalism, ethics, civility and public service equivalent to the GS-11 level in the Federal service.
For GS-13:
Must have at least two (2) years experience post bar admission in medical malpractice litigation and/or FTCA law and related litigation, outstanding client counseling skills; superior legal writing and research ability with a demonstrated commitment to professionalism, ethics, civility and public service equivalent to the GS-12 level in the Federal service.
For GS-14:
Must have at least three (3) years of experience post bar admission in medical malpractice litigation and/or FTCA law and related litigation, outstanding client counseling skills; superior legal writing and research ability with a demonstrated commitment to professionalism, ethics, civility and public service equivalent to the GS-13 level in the Federal service.
