This position serves as an Administrative Support Assistant (ASA) assigned to the Nursing Service, as a direct report to the Director of Home-Based Primary Care North State at the Department of Veterans Affairs Northern California Health Care System (VANCHCS), which is a major inpatient and outpatient center with two hospital-based divisions serving the VA Sierra Pacific Network (VISN 21). Position aligns under Geriatrics and Extended Care.
Duties
Major duties, include but are not limited to the following:
- Assists the Program Director, HBPC North State in assuring program goals and objectives are met
- Performs work involving the collection, compilation, review, tracking, and provision of real-time data and statistical information in support of the organization's program operations
- Is responsible for submitting, tracking and amending Manager Self Service (MSS) submissions in HR Smart and will be the subject matter expert regarding MSS and ePerformance for HBPC North State
- Determines needs, makes recommendations, and assists in preparation of new programs, policies, procedures, and guidelines/Standard Operating Procedures (SOP) i.e., emergency management; scheduling, and orientation of employees to name a few
- Acts as a liaison between patients and medical staff. The ASA (HBPC) accepts telephone calls from patients/caregivers, HBPC staff in the field, other VA staff, and/or community agency staff, regarding program inquiries, patient care concerns etc. The incumbent operates at a level of responsibility that requires independent actions with broad program directives and supervisory guidelines. These responsibilities involve: screening requests for information, personally providing authorized information from files and records or advice on established procedures; effectively interacting with staff, top management officials, Veterans, and family members; determining the eligibility of patients for admission to the HBPC program following current SOP's; and establishing program priorities for the successful completion of projects and expedition of correspondence within established policies and procedures.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Proficiency Requirements: (Office Automation) In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.
Typing requirement for this position (Office Automation) of 40 *words per minute typing speed.
*Words per minute are based on a 5 minute sample with three or fewer errors.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the substantive programs of the organization as they relate to the clerical and administrative functions of the office to fully coordinate the work of the office. (This experience must be well documented in your resume.).

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items (medical records, computing devices, manuals, papers, books, small parts), or driving an automobile. The work requires manual dexterity for computer data entry, office machine operation and filing. However, in general, the work does not require unusual physical demands. The work does require emotional stability to resolve crisis situations.
